As used in this section, “untested violent crime evidence 3 collection kit” means an untested crime evidence kit related to 4 a death, sexual abuse, or an assault that has been submitted 5 to the state criminalistics laboratory for either a serology 6 or deoxyribonucleic acid test. 7 2. The commissioner of the department of public safety shall 8 develop and implement a plan with discernible goals and metrics 9 to reduce the processing time of an untested violent crime 10 evidence collection kit to less than ninety days from the date 11 the kit is submitted to the state criminalistics laboratory. 12 The plan shall be posted on the internet site of the department 13 of public safety. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill relates to testing violent crime evidence 18 collection kits by the state criminalistics laboratory. 19 The bill defines “untested violent crime evidence collection 20 kit” to mean an untested crime evidence kit related to a 21 death, sexual abuse, or an assault that has been submitted to 22 the state criminalistics laboratory for either a serology or 23 deoxyribonucleic acid test. 24 The bill requires the commissioner of the department of 25 public safety to develop and implement a plan with discernible 26 goals and metrics to reduce the processing time of an untested 27 violent crime evidence collection kit to less than 90 days 28 from the date the kit is submitted to the state criminalistics 29 laboratory.
