H.F. 221 Section 1. NEW SECTION . 257.16C Transportation aid 1 supplement program —— appropriations. 2 1. a. A transportation aid supplement program is 3 established to provide additional funding for school districts 4 in which the district transportation costs per pupil exceed the 5 state average transportation costs per pupil by forty dollars 6 or more, as those amounts were determined under section 257.31, 7 subsection 17, paragraph “c” , for the budget year beginning July 8 1, 2014. 9 b. For each fiscal year beginning on or after July 1, 2017, 10 there is appropriated from the general fund of the state to 11 the department of management an amount necessary to pay the 12 transportation aid supplements calculated under subsection 2. 13 2. For each school district that meets the requirements of 14 subsection 1, paragraph “a” , the transportation aid supplement 15 amount shall be calculated as follows: 16 a. For the budget year beginning July 1, 2017, twenty 17 dollars multiplied by the school district’s actual enrollment 18 used to calculate the district’s transportation costs per pupil 19 under subsection 1, paragraph “a” . 20 b. For the budget year beginning July 1, 2018: 21 (1) For each school district in which the district’s 22 transportation costs per pupil are at least forty dollars 23 more but less than eighty dollars more than the state average 24 transportation costs per pupil, twenty dollars multiplied by 25 the school district’s actual enrollment used to calculate the 26 district’s transportation costs per pupil under subsection 1, 27 paragraph “a” . 28 (2) For each school district in which the district’s 29 transportation costs per pupil are eighty dollars or more than 30 the state average transportation costs per pupil, forty dollars 31 multiplied by the school district’s actual enrollment used to 32 calculate the district’s transportation costs per pupil under 33 subsection 1, paragraph “a” . 34 c. H.F. 221 (1) For each school district in which the district’s 1 transportation costs per pupil are at least forty dollars 2 more but less than eighty dollars more than the state average 3 transportation costs per pupil, twenty dollars multiplied by 4 the school district’s actual enrollment used to calculate the 5 district’s transportation costs per pupil under subsection 1, 6 paragraph “a” . 7 (2) For each school district in which the district’s 8 transportation costs per pupil are at least eighty dollars 9 more but less than one hundred twenty dollars more than the 10 state average transportation costs per pupil, forty dollars 11 multiplied by the school district’s actual enrollment used to 12 calculate the district’s transportation costs per pupil under 13 subsection 1, paragraph “a” . 14 (3) For each school district in which the district’s 15 transportation costs per pupil are one hundred twenty dollars 16 or more than the state average transportation costs per pupil, 17 sixty dollars multiplied by the school district’s actual 18 enrollment used to calculate the district’s transportation 19 costs per pupil under subsection 1, paragraph “a” . 20 d. For the budget year beginning July 1, 2020: 21 (1) For each school district in which the district’s 22 transportation costs per pupil are at least forty dollars 23 more but less than eighty dollars more than the state average 24 transportation costs per pupil, twenty dollars multiplied by 25 the school district’s actual enrollment used to calculate the 26 district’s transportation costs per pupil under subsection 1, 27 paragraph “a” . 28 (2) For each school district in which the district’s 29 transportation costs per pupil are at least eighty dollars 30 more but less than one hundred twenty dollars more than the 31 state average transportation costs per pupil, forty dollars 32 multiplied by the school district’s actual enrollment used to 33 calculate the district’s transportation costs per pupil under 34 subsection 1, paragraph “a” . 35 -2- LSB 1311YH (9) 87 md/sc 2/ 8
H.F. 221 (3) For each school district in which the district’s 1 transportation costs per pupil are at least one hundred twenty 2 dollars more but less than one hundred sixty dollars more than 3 the state average transportation costs per pupil, sixty dollars 4 multiplied by the school district’s actual enrollment used to 5 calculate the district’s transportation costs per pupil under 6 subsection 1, paragraph “a” . 7 (4) For each school district in which the district’s 8 transportation costs per pupil are one hundred sixty dollars 9 or more than the state average transportation costs per pupil, 10 eighty dollars multiplied by the school district’s actual 11 enrollment used to calculate the district’s transportation 12 costs per pupil under subsection 1, paragraph “a” . 13 e. For the budget year beginning July 1, 2021: 14 (1) For each school district in which the district’s 15 transportation costs per pupil are at least forty dollars 16 more but less than eighty dollars more than the state average 17 transportation costs per pupil, twenty dollars multiplied by 18 the school district’s actual enrollment used to calculate the 19 district’s transportation costs per pupil under subsection 1, 20 paragraph “a” . 21 (2) For each school district in which the district’s 22 transportation costs per pupil are at least eighty dollars 23 more but less than one hundred twenty dollars more than the 24 state average transportation costs per pupil, forty dollars 25 multiplied by the school district’s actual enrollment used to 26 calculate the district’s transportation costs per pupil under 27 subsection 1, paragraph “a” . 28 (3) For each school district in which the district’s 29 transportation costs per pupil are at least one hundred twenty 30 dollars more but less than one hundred sixty dollars more than 31 the state average transportation costs per pupil, sixty dollars 32 multiplied by the school district’s actual enrollment used to 33 calculate the district’s transportation costs per pupil under 34 subsection 1, paragraph “a” . 35 -3- LSB 1311YH (9) 87 md/sc 3/ 8
H.F. 221 (4) For each school district in which the district’s 1 transportation costs per pupil are at least one hundred sixty 2 dollars more but less than two hundred dollars more than the 3 state average transportation costs per pupil, eighty dollars 4 multiplied by the school district’s actual enrollment used to 5 calculate the district’s transportation costs per pupil under 6 subsection 1, paragraph “a” . 7 (5) For each school district in which the district’s 8 transportation costs per pupil are two hundred dollars or more 9 than the state average transportation costs per pupil, one 10 hundred dollars multiplied by the school district’s actual 11 enrollment used to calculate the district’s transportation 12 costs per pupil under subsection 1, paragraph “a” . 13 f. (1) For the budget year beginning July 1, 2022, and each 14 budget year beginning before July 1, 2027, the transportation 15 aid supplement amount shall be calculated in the same manner 16 as provided in paragraph “e” of this subsection 2, except that 17 the budget year used to calculate the district’s transportation 18 costs per pupil and the state average transportation costs per 19 pupil shall be the budget year beginning July 1, 2019. 20 (2) For each subsequent five-year period after the 21 five-year period specified in subparagraph (1), the 22 transportation aid supplement amount shall be calculated 23 in the same manner as provided in paragraph “e” of this 24 subsection 2, except that the budget year used to calculate the 25 district’s transportation costs per pupil and the state average 26 transportation costs per pupil shall be the fifth budget year 27 following the budget year used to calculate such amounts for 28 the previous five-year period. 29 3. a. Transportation aid supplements shall be paid by 30 the department of management at the same time and in the same 31 manner as foundation aid is paid under section 257.16. 32 b. Amounts received by a school district from a 33 transportation aid supplement shall be deposited in the general 34 fund of the school district. H.F. 221 district under this section are miscellaneous income and shall 1 not be included in district cost. 2 4. The transportation aid supplement under this section 3 shall not affect a school district’s eligibility for 4 transportation assistance under section 257.31, subsection 17. 5 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 6 immediate importance, takes effect upon enactment. 7 EXPLANATION 8 The inclusion of this explanation does not constitute agreement with 9 the explanation’s substance by the members of the general assembly. 10 This bill establishes a transportation aid supplement 11 program to provide additional funding for school districts in 12 which the district transportation costs per pupil exceed the 13 state average transportation costs per pupil by $40 or more for 14 the budget year beginning July 1, 2014. 15 The bill appropriates an amount necessary from the general 16 fund of the state for each fiscal year beginning on or after 17 July 1, 2017, to pay the transportation aid supplements 18 authorized in the bill. 19 For each eligible school district, the transportation aid 20 supplement is phased in over a period of five budget years. 21 For the budget year beginning July 1, 2017, the supplement 22 amount for each eligible school district is equal to $20 23 multiplied by the school district’s actual enrollment used to 24 calculate the district’s transportation costs per pupil. 25 For the budget year beginning July 1, 2018, for each 26 eligible school district in which the district’s transportation 27 costs per pupil are at least $40 more but less than $80 more 28 than the state average transportation costs per pupil, the 29 supplement amount is equal to $20 multiplied by the school 30 district’s actual enrollment used to calculate the district’s 31 transportation costs per pupil. For each eligible school 32 district in which the district’s transportation costs per pupil 33 are $80 or more than the state average transportation costs 34 per pupil, the supplement amount is equal to $40 multiplied by 35 -5- LSB 1311YH (9) 87 md/sc 5/ 8
H.F. 221 the school district’s actual enrollment used to calculate the 1 district’s transportation costs per pupil. 2 For the budget year beginning July 1, 2019, for each 3 eligible school district in which the district’s transportation 4 costs per pupil are at least $40 more but less than $80 more 5 than the state average transportation costs per pupil, the 6 supplement amount is equal to $20 multiplied by the school 7 district’s actual enrollment used to calculate the district’s 8 transportation costs per pupil. For each eligible school 9 district in which the district’s transportation costs per pupil 10 are at least $80 more but less than $120 more than the state 11 average transportation costs per pupil, the supplement amount 12 is equal to $40 multiplied by the school district’s actual 13 enrollment used to calculate the district’s transportation 14 costs per pupil. For each eligible school district in which 15 the district’s transportation costs per pupil are $120 or more 16 than the state average transportation costs per pupil, the 17 supplement amount is equal to $60 multiplied by the school 18 district’s actual enrollment used to calculate the district’s 19 transportation costs per pupil. 20 For the budget year beginning July 1, 2020, for each 21 eligible school district in which the district’s transportation 22 costs per pupil are at least $40 more but less than $80 more 23 than the state average transportation costs per pupil, the 24 supplement amount is equal to $20 multiplied by the school 25 district’s actual enrollment used to calculate the district’s 26 transportation costs per pupil. For each eligible school 27 district in which the district’s transportation costs per pupil 28 are at least $80 more but less than $120 more than the state 29 average transportation costs per pupil, the supplement amount 30 is equal to $40 multiplied by the school district’s actual 31 enrollment used to calculate the district’s transportation 32 costs per pupil. For each eligible school district in which 33 the district’s transportation costs per pupil are at least 34 $120 more but less than $160 more than the state average 35 -6- LSB 1311YH (9) 87 md/sc 6/ 8
H.F. 221 transportation costs per pupil, the supplement amount is 1 equal to $60 multiplied by the school district’s actual 2 enrollment used to calculate the district’s transportation 3 costs per pupil. For each eligible school district in which 4 the district’s transportation costs per pupil are $160 or more 5 than the state average transportation costs per pupil, the 6 supplement amount is equal to $80 multiplied by the school 7 district’s actual enrollment used to calculate the district’s 8 transportation costs per pupil. 9 For the budget year beginning July 1, 2021, for each 10 eligible school district in which the district’s transportation 11 costs per pupil are at least $40 more but less than $80 more 12 than the state average transportation costs per pupil, the 13 supplement amount is equal to $20 multiplied by the school 14 district’s actual enrollment used to calculate the district’s 15 transportation costs per pupil. For each eligible school 16 district in which the district’s transportation costs per pupil 17 are at least $80 more but less than $120 more than the state 18 average transportation costs per pupil, the supplement amount 19 is equal to $40 multiplied by the school district’s actual 20 enrollment used to calculate the district’s transportation 21 costs per pupil. For each eligible school district in which 22 the district’s transportation costs per pupil are at least 23 $120 more but less than $160 more than the state average 24 transportation costs per pupil, the supplement amount is 25 equal to $60 multiplied by the school district’s actual 26 enrollment used to calculate the district’s transportation 27 costs per pupil. For each eligible school district in which 28 the district’s transportation costs per pupil are at least 29 $160 more but less than $200 more than the state average 30 transportation costs per pupil, the supplement amount is 31 equal to $80 multiplied by the school district’s actual 32 enrollment used to calculate the district’s transportation 33 costs per pupil. For each eligible school district in which 34 the district’s transportation costs per pupil are $200 or more 35 -7- LSB 1311YH (9) 87 md/sc 7/ 8
H.F. 221 than the state average transportation costs per pupil, the 1 supplement amount is equal to $100 multiplied by the school 2 district’s actual enrollment used to calculate the district’s 3 transportation costs per pupil. 4 For the budget year beginning July 1, 2022, and each budget 5 year beginning before July 1, 2027, the transportation aid 6 supplement amount is calculated in the same manner as provided 7 for the budget year beginning July 1, 2021, except that the 8 budget year used to calculate the district’s transportation 9 costs per pupil and the state average transportation costs 10 per pupil shall be the budget year beginning July 1, 2019. 11 Additionally, for each subsequent five-year period after the 12 five-year period beginning July 1, 2022, the transportation aid 13 supplement amount is calculated in the same manner as provided 14 for the budget year beginning July 1, 2021, except that the 15 budget year used to calculate the district’s transportation 16 costs per pupil and the state average transportation costs 17 per pupil shall be the fifth budget year following the budget 18 year used to calculate such amounts for the previous five-year 19 period. 20 The bill requires amounts received from a transportation aid 21 supplement to be deposited in the general fund of the school 22 district.
