1.
NEW
SECTION
.
135.192
Designation
of
stroke
1
centers
and
acute
stroke-ready
hospitals.

1.
The
department
shall
recognize
as
an
acute
stroke-ready
3
hospital,
an
accredited
acute
care
hospital
that
applies
for
4
and
receives
certification
as
an
acute
stroke-ready
hospital
5
from
the
American
heart
association,
the
joint
commission
on
6
the
accreditation
of
health
care
organizations,
or
another
7
certifying
entity
that
is
a
department-approved,
nationally
8
recognized
guidelines-based
organization
that
provides
acute
9
stroke-ready
hospital
certification
for
stroke
care,
if
the
10
accredited
acute
care
hospital
is
in
good
standing
with
and
11
maintains
certification
through
such
a
national
certifying
12
organization.

2.
The
department
shall
recognize
as
a
primary
stroke
14
center,
an
accredited
acute
care
hospital
that
applies
for
15
and
receives
certification
as
a
primary
stroke
center
from
16
the
American
heart
association,
the
joint
commission
on
17
the
accreditation
of
health
care
organizations,
or
another
18
certifying
entity
that
is
a
department-approved,
nationally
19
recognized
guidelines-based
organization
that
provides
primary
20
stroke
center
hospital
certification
for
stroke
care,
if
the
21
accredited
acute
care
hospital
is
in
good
standing
with
and
22
maintains
certification
through
such
a
national
certifying
23
organization.

3.
The
department
shall
recognize
as
a
comprehensive
stroke
25
center,
an
accredited
acute
care
hospital
that
applies
for
26
and
receives
certification
as
a
comprehensive
stroke
center
27
from
the
American
heart
association,
the
joint
commission
on
28
the
accreditation
of
health
care
organizations,
or
another
29
certifying
entity
that
is
a
department-approved,
nationally
30
recognized
guidelines-based
organization
that
provides
31
comprehensive
stroke
center
hospital
certification
for
stroke
32
care,
if
the
accredited
acute
care
hospital
is
in
good
standing
33
with
and
maintains
certification
through
such
a
national
34
certifying
organization.

department

appropriately
recognize

comprehensive
and
primary
stroke
centers
that
attain
a
2
level
of
stroke
care
distinction
from
the
American
heart
3
association,
the
joint
commission
on
the
accreditation
of
4
health
care
organizations,
or
another
certifying
entity
that
is
5
a
department-approved,
nationally
recognized
guidelines-based
6
organization,
including
but
not
limited
to
those
attaining
7
a
level
of
stroke
care
distinction
for
offering
mechanical
8
endovascular
therapies.

The
department
shall
not
recognize
self-designation
10
by
a
hospital
as
an
indicator
of
certification
at
any
level
11
specified
under
this
section.

Sec.
2.
NEW
SECTION
.
135.193
Stroke
triage
and
transport
13
protocols.
14
A
regional
emergency
medical
services
program
or
ambulance
15
service
authorized
under
chapter
147A
shall
develop
and
16
utilize
stroke
triage
and
transport
protocols.
Such
protocols
17
shall
include
but
are
not
limited
to
the
development
and
18
implementation
of
plans
for
the
triage
and
transport
of
acute
19
stroke
patients,
including,
relative
to
patients
with
suspected
20
large
vessel
occlusion
strokes,
entry
plans
and
transport
21
to
the
most
appropriate
certified
facility
that
provides
22
mechanical
endovascular
therapies.
The
department
shall
adopt
23
rules
pursuant
to
chapter
17A
to
administer
this
section.

EXPLANATION
25
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
stroke-related
care.
28
The
bill
requires
recognition
by
the
department
of
public
29
health
(DPH)
of
acute
stroke-ready
hospitals,
primary
30
stroke
centers
and
comprehensive
stroke
centers,
based
upon
31
accreditation
by
a
nationally
recognized
entity
for
the
32
applicable
level
of
certification,
if
the
accredited
acute
care
33
hospital
is
in
good
standing
with
and
maintains
certification
34
through
such
a
national
certifying
entity.

The
bill
also
requires
DPH
to
appropriately
recognize
1
comprehensive
and
primary
stroke
centers
that
attain
a
2
level
of
stroke
care
distinction
from
specified
national
3
accrediting
entities,
including
but
not
limited
to
those
4
attaining
a
level
of
stroke
care
distinction
for
offering
5
mechanical
endovascular
therapies.
The
bill
prohibits
DPH
from
6
recognizing
self-designation
by
a
hospital
as
an
indicator
of
7
certification
at
any
level
specified
under
the
bill.
8
The
bill
also
requires
an
authorized
regional
emergency
9
medical
services
program
or
ambulance
service
to
develop
and
10
utilize
stroke
triage
and
transport
protocols.
The
protocols
11
are
required
to
include
but
are
not
limited
to
the
development
12
and
implementation
of
plans
for
the
triage
and
transport
of
13
acute
stroke
patients,
including,
relative
to
patients
with
14
suspected
large
vessel
occlusion
strokes,
entry
plans
and
15
transport
to
the
most
appropriate
certified
facility
that
16
provides
mechanical
endovascular
therapies.
DPH
is
required
to
17
adopt
administrative
rules
to
administer
this
requirement.
