Section
1.
Section
20.3,
subsection
11,
Code
2018,
is
1
amended
by
adding
the
following
new
paragraph:

.
g.
An
employee
of
the
department
of

corrections.

Sec.
2.
EMERGENCY
RULES.
The
public
employment
relations
5
board
may
adopt
emergency
rules
under
section
17A.4,
subsection
6
3,
and
section
17A.5,
subsection
2,
paragraph
“b”,
to
implement
7
the
provisions
of
this
Act
and
the
rules
shall
be
effective
8
immediately
upon
filing
unless
a
later
date
is
specified
in
the
9
rules.
Any
rules
adopted
in
accordance
with
this
section
shall
10
also
be
published
as
a
notice
of
intended
action
as
provided
11
in
section
17A.4.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
13
importance,
takes
effect
upon
enactment.

Sec.
4.
APPLICABILITY.
This
Act
applies
to
collective
15
bargaining
procedures
pursuant
to
chapter
20
initiated
on
or
16
after
the
effective
date
of
this
Act.

EXPLANATION
18
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
designates
employees
of
the
department
of
21
corrections
as
public
safety
employees
for
the
purposes
of
22
collective
bargaining
pursuant
to
Code
chapter
20,
the
public
23
employment
relations
Act.
Code
chapter
20
and
Code
chapter
24
400
include
collective
bargaining
procedures
specifically
25
applicable
to
public
safety
employees
that
are
not
applicable
26
to
other
public
employees,
including
procedures
relating
to
27
the
scope
of
collective
bargaining
negotiations,
arbitration
28
procedures,
and
certain
matters
relating
to
city
civil
service
29
employment.
30
The
bill
takes
effect
upon
enactment
and
applies
to
31
collective
bargaining
procedures
pursuant
to
Code
chapter
20
32
initiated
on
or
after
the
effective
date
of
the
bill.
