Section
1.
Section
99D.13,
subsection
1,
Code
2018,
is
1
amended
to
read
as
follows:

1.
Winnings
provided
in
section
99D.11
not
claimed
by
the
3
person
who
placed
the
wager
within
sixty
days
by
March
1
of
the
4
calendar
year
following
the
close
of
the
racing
meet
during
5
which
the
wager
was
placed
shall
be
forfeited.

Sec.
2.
Section
99D.22,
subsection
1,
paragraph
a,
Code
7
2018,
is
amended
to
read
as
follows:

a.
(1)
A
licensee
shall
hold
at
least
one
race
on
each
9
racing
day
limited
to
Iowa-foaled
horses
or
Iowa-whelped
10
dogs
as
defined
by
the
department
of
agriculture
and
land
11
stewardship
using
standards
consistent
with
this
section
.
12
However,
if
sufficient
competition
cannot
be
had
among
that
13
class
of
horses
or
dogs
on
any
day,
another
race
for
the
day
may
14
be
substituted.

(2)
If
Iowa-foaled
horses
are
in
a
race
not
limited
to
16
Iowa-foaled
horses
that
is
not
a
stakes
race,
the
licensee
17
shall
allow
any
Iowa-foaled
horse
an
additional
three-pound
18
weight
allowance
beyond
the
stated
conditions
of
the
race.

Sec.
3.
Section
99D.23,
subsections
1
and
2,
Code
2018,
are
20
amended
to
read
as
follows:

1.
The
commission
shall
employ
one
or
more
chemists
or
22
contract
with
a
qualified
chemical
laboratory
to
determine
23
by
chemical
testing
and
analysis
of
saliva,
urine,
blood,
24
hair,
or
other
excretions
or
body
fluids
whether
a
substance
25
or
drug
has
been
introduced
which
may
affect
the
outcome
of
26
a
race
or
whether
an
action
has
been
taken
or
a
substance
or
27
drug
has
been
introduced
which
may
interfere
with
the
testing
28
procedure.
The
commission
shall
adopt
rules
under
chapter
29
17A
concerning
procedures
and
actions
taken
on
positive
drug
30
reports.
The
commission
may
adopt
by
reference
nationally
31
recognized
standards
as
determined
by
the
commission
or
may
32
adopt
any
other
procedure
or
standard.
The
commission
has
the
33
authority
to
retain
and
preserve
by
freezing,
test
samples
for
34
future
analysis.

The
commission
shall
employ
or
contract
with

veterinarians
to
extract
or
procure
the
saliva,
urine,

blood,
hair,
or
other
excretions
or
body
fluids
of
the
horses

or
dogs
for
the
chemical
testing
purposes
of
this
section
.
A
4
commission
veterinarian
shall
be
in
attendance
at
every
race
5
meeting
held
in
this
state.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
concerns
horse
racing
governed
by
the
racing
and
10
gaming
commission.
11
Code
section
99D.13,
concerning
unclaimed
winnings
for
12
pari-mutuel
wagering,
is
amended
to
provide
that
winnings
13
from
a
wager
will
be
forfeited
if
not
claimed
by
March
1
of
14
the
calendar
year
following
the
close
of
the
racing
meet
when
15
the
wager
was
made.
Current
law
provides
that
winnings
are
16
forfeited
if
not
claimed
within
60
days
of
the
close
of
the
17
racing
meet.
18
Code
section
99D.22,
relating
to
native
horses
or
dogs,
is
19
amended
to
provide
that
if
Iowa-foaled
horses
are
in
a
race
20
that
is
not
limited
to
Iowa
horses
and
is
not
a
stakes
race,
21
the
licensee
shall
allow
any
Iowa-foaled
horse
in
that
race
an
22
additional
three-pound
weight
allowance.
23
Code
section
99D.23,
concerning
chemical
testing
relating
to
24
horse
and
dog
racing,
is
amended
to
authorize
drug
testing
on
25
hair
samples.
