Section
1.
Section
29C.20B,
subsection
2,
Code
2017,
is
1
amended
to
read
as
follows:

2.
The
department
of
human
services
shall
administer
3
disaster
case
management
grants.
The
department
of
human
4
services,
in
conjunction
with
the
department
of
homeland
5
security
and
emergency
management,
shall
establish
a
disaster
6
case
management
program
and
adopt
rules
pursuant
to
chapter
17A
7
necessary
to
administer
the
program.
The
executive
council
8
shall
use
grant
moneys
to
reimburse
the
department
of
human
9
services
for
actual
expenses
associated
with
the
administration
10
of
the
grants.
Under
the
program,
the
department
of
human
11
services
shall
coordinate
case
management
services
locally
12
through
one
or
more
contracted
entities.
The
department
of
13
human
services
shall
implement
an
ongoing
contract
with
a
14
provider
of
a
statewide
program
with
local
offices
throughout
15
the
state
local
recovery
organization
to
serve
as
the
16
local
administrative
entity
for
the
grant
program
to
allow
17
implementation
of
the
program
with
minimal
delay
if
grants
are
18
awarded
pursuant
to
section
29C.20A
following
a
governor’s
19
proclamation
of
a
state
of
disaster
emergency
or
a
declaration
20
of
a
major
disaster
by
the
president
of
the
United
States.
If
21
there
is
no
local
recovery
organization,
the
department
shall
22
implement
an
ongoing
contract
with
a
provider
of
a
statewide
23
program
with
local
offices
throughout
the
state.

The

constitute
agreement
with

This
bill
relates
to
department
of
human
services
(DHS)
28
contracts
for
the
local
administration
of
the
disaster
case
29
management
grant
fund
and
program.
Current
law
provides
that
30
DHS
shall
implement
an
ongoing
contract
with
a
provider
of
a
31
statewide
program
with
local
offices
throughout
the
state
to
32
serve
as
the
local
administrative
entity
for
the
disaster
case
33
management
grant
fund
and
program.
The
bill
provides
that
34
such
contract
shall
be
with
a
local
recovery
organization.
If
