H.F. 138 Section 1. Section 321.178, subsection 1, paragraph a, 1 unnumbered paragraph 1, Code 2017, is amended to read as 2 follows: 3 An approved driver education course as programmed by the 4 department shall consist of at least thirty clock hours of 5 classroom instruction, of which no more than one hundred eighty 6 minutes shall be provided to a student in a single day, nor 7 more than three hundred minutes per week unless additional 8 time is needed to make up a class due to a student’s excused 9 absence or class cancellation; and six or more clock hours of 10 laboratory instruction of which at least three clock hours 11 shall consist of street or highway driving. Street or highway 12 driving instruction shall be limited to not more than thirty 13 minutes per student per week and no more than two students may 14 be present in the vehicle during street or highway driving 15 instruction. Classroom instruction shall include all of the 16 following: 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill limits the number of minutes per week of classroom 21 and street or highway driver education instruction that may be 22 provided to a student per week in an approved driver education 23 course. 24 The bill limits classroom instruction time to no more than 25 300 minutes per week unless additional time is needed to make 26 up a class due to an excused absence or class cancellation, and 27 limits street or highway driving instruction to not more than 28 30 minutes per student per week.
