Section
29C.23,
Code
2016,
is
amended
to
read
as

Iowa
radio
interoperability
platform
Statewide

interoperable
communications
system
.

1.
The
Iowa
radio
interoperability
platform
statewide
5
interoperable
communications
system
shall
be
under
the
6
joint
purview
of
the
department
of
public
safety
and
the
7
department
of
transportation.
The
departments
shall
jointly
8
submit
a
biannual
report
to
the
Iowa
statewide
interoperable
9
communications
system
board
beginning
July
1,
2016.

The
treasurer
of
state
is
authorized
to
enter
into
11
a
financing
agreement
in
accordance
with
the
provisions
12
of
section
12.28
for
the
purpose
of
building
the
statewide
13
interoperable
communications
system.

2.
Section
34A.7A,
subsection
2,
Code
2016,
is
amended

by
adding
the
following
new
paragraph:

The
program
manager
shall
allocate
17
four
million
three
hundred
eighty-three
thousand
dollars
to
18
the
department
of
public
safety
in
the
fiscal
year
beginning
19
July
1,
2016,
and
ending
June
30,
2017,
for
payments
and
other
20
costs
due
under
a
financing
agreement
entered
into
by
the
21
treasurer
of
state
for
building
the
statewide
interoperable
22
communications
system
pursuant
to
section
29C.23,
subsection
2.
23
Sec.
3.
Section
34A.7A,
subsection
2,
paragraph
f,
Code

2016,
is
amended
to
read
as
follows:

If
moneys
remain
in
the
fund
after
fully
paying
all
26
obligations
under
paragraphs
“a”
,
“b”
,
“c”
,
“d”
,
and
“e”
,

and
“0f”
,
the
remainder
may
be
accumulated
in
the
fund
as

a
carryover
operating
surplus.
The
program
manager,
in
29
consultation
with
the
E911
communications
council,
shall

allocate
an
amount,
not
to
exceed
one
hundred
thousand

dollars
per
fiscal
year,
for
development
of
public
awareness

and
educational
programs
related
to
the
use
of
911
by
the
33
public,
educational
programs
for
personnel
responsible
for
the
34
maintenance,
operation,
and
upgrading
of
local
E911
systems,

the
expenses
of
members
of
the
E911
communications
council

for
travel,
monthly
meetings,
and
training.
The
remaining
2
surplus
shall
be
used
to
fund
future
network
and
public
safety

answering
point
improvements
for
the
receipt
and
disposition
4
of
911
calls,
including
hardware
and
software
for
an
internet
5
protocol-enabled
next
generation
network,
and
wireless
6
carriers’
transport
costs
related
to
wireless
E911
services,
if
7
those
costs
are
not
otherwise
recovered
by
wireless
carriers
8
through
customer
billing
or
other
sources
and
approved
by
the
9
program
manager
in
consultation
with
the
E911
communications
10
council.
Notwithstanding
section
8.33
,
any
moneys
remaining
11
in
the
fund
at
the
end
of
each
fiscal
year
shall
not
revert
to
12
the
general
fund
of
the
state
but
shall
remain
available
for
13
the
purposes
of
the
fund.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
funding
of
the
statewide
18
interoperable
communications
system
and
the
expenditure
of
19
moneys
from
the
E911
emergency
communications
fund.

The
bill
authorizes
the
treasurer
of
state
to
enter
into
21
a
financing
agreement
pursuant
to
Code
section
12.28
for
the
22
purpose
of
building
the
statewide
interoperable
communications
23
system.

The
bill
provides
funding
for
such
statewide
interoperable
25
communications
system
from
moneys
in
the
E911
emergency
26
communications
fund.
Under
current
Code
section
34A.7A,
a
27
monthly
surcharge
is
imposed
on
all
communications
service
28
providers
in
Iowa.
Moneys
collected
pursuant
to
the
surcharge
29
are
deposited
in
the
E911
emergency
communications
fund
and
are
30
expended
by
the
E911
program
manager
in
a
priority
order
as
31
listed
in
Code
section
34A.7A(2).

The
bill
requires
the
program
manager,
in
the
fiscal
year
33
starting
July
1,
2016,
and
ending
June
30,
2017,
to
allocate
34
$4,383,000
of
the
surcharge
moneys
to
the
department
of
