S.F. _____ DIVISION I 1 CONFORMITY WITH FEDERAL WORKFORCE INNOVATION AND OPPORTUNITY 2 ACT 3 Section 1. Section 84A.1A, subsection 1, unnumbered 4 paragraph 1, Code 2016, is amended to read as follows: 5 An Iowa workforce development board is created, consisting 6 of nine voting members appointed by the governor and twelve 7 sixteen ex officio, nonvoting members. 8 Sec. 2. Section 84A.1A, subsection 1, paragraph b, Code 9 2016, is amended to read as follows: 10 b. The ex officio, nonvoting members are four legislative 11 members; one president, or the president’s designee, of 12 the university of northern Iowa, the university of Iowa, or 13 Iowa state university of science and technology, designated 14 by the state board of regents on a rotating basis; one 15 representative from the largest statewide public employees’ 16 organization representing state employees; one president, or 17 the president’s designee, of an independent Iowa college, 18 appointed by the Iowa association of independent colleges and 19 universities; one superintendent, or the superintendent’s 20 designee, of a community college, appointed by the Iowa 21 association of community college presidents; one representative 22 of the vocational rehabilitation community appointed by 23 the state rehabilitation council in the division of Iowa 24 vocational rehabilitation services; one representative of 25 the department of education appointed by the state board of 26 education; one representative of the economic development 27 authority appointed by the director; one representative 28 of the department for the blind appointed by the director; 29 one representative of the department on aging appointed 30 by the director; one representative of the department of 31 corrections appointed by the director; one representative of 32 the department of human services appointed by the director; and 33 one representative of the United States department of labor, 34 office of apprenticeship. S.F. _____ state senators, one appointed by the president of the senate 1 after consultation with the majority leader of the senate, 2 and one appointed by the minority leader of the senate from 3 their respective parties; and two state representatives, one 4 appointed by the speaker of the house of representatives 5 after consultation with the majority leader of the house of 6 representatives, and one appointed by the minority leader of 7 the house of representatives from their respective parties. 8 The legislative members shall serve for terms as provided in 9 section 69.16B . 10 Sec. 3. Section 84A.1A, Code 2016, is amended by adding the 11 following new subsections: 12 NEW SUBSECTION . 6. The workforce development board may 13 designate and direct the activities of standing committees of 14 the workforce development board to provide information and to 15 assist the workforce development board in carrying out its 16 duties. Such standing committees shall be chaired by a member 17 of the workforce development board, may include other members 18 of the workforce development board, and shall include other 19 individuals appointed by the workforce development board who 20 are not members of the workforce development board and who 21 the workforce development board determines have appropriate 22 experience and expertise. 23 NEW SUBSECTION . 7. The directors of the departments 24 of workforce development and education, and the economic 25 development authority, and the administrator of the division 26 of Iowa vocational rehabilitation services of the department 27 of education shall establish an operations team to assist the 28 workforce development board in the performance of its duties 29 under section 84A.1B. 30 NEW SUBSECTION . 8. The directors of the departments 31 of workforce development and education, the department for 32 the blind, and the economic development authority, and the 33 administrator of the division of Iowa vocational rehabilitation 34 services of the department of education, or their designees, 35 -2- LSB 6039XC (5) 86 je/rj 2/ 18
S.F. _____ shall form a policy council to make recommendations to the 1 workforce development board regarding policies, procedures, 2 guidance, and proven and promising practices that support an 3 integrated workforce development system that is responsive to 4 the needs of workers, job seekers, and employers. 5 Sec. 4. Section 84A.1B, subsections 1, 3, 7, and 8, Code 6 2016, are amended to read as follows: 7 1. Develop and coordinate the implementation of a 8 twenty-year four-year comprehensive workforce development 9 plan of specific needs, goals, objectives strategies , and 10 policies for the state. This plan shall be updated annually 11 every two years and revised as necessary. All other state 12 agencies involved in workforce development activities and 13 the regional advisory local workforce development boards for 14 workforce development shall annually submit to the board for 15 its review and potential inclusion in the plan their needs, 16 goals, objectives strategies , and policies. 17 3. Develop a method of evaluation of the attainment of 18 needs and goals and objectives from pursuing the strategies and 19 policies of the five-year and twenty-year plans four-year plan . 20 7. Review grants or contracts awarded by the department 21 of workforce development, with respect to the department’s 22 adherence to the guidelines and procedures and the impact 23 on the five-year strategic four-year plan for workforce 24 development . 25 8. Make recommendations concerning the use of federal 26 funds received by the department of workforce development with 27 respect to the five-year and twenty-year workforce development 28 plans . 29 Sec. 5. Section 84A.1B, subsection 2, Code 2016, is amended 30 by striking the subsection and inserting in lieu thereof the 31 following: 32 2. Develop and coordinate the implementation of statewide 33 workforce development policies, procedures, and guidance to 34 align the state’s workforce development programs and activities 35 -3- LSB 6039XC (5) 86 je/rj 3/ 18
S.F. _____ in an integrated and streamlined state workforce development 1 system that is data driven and responsive to the needs of 2 workers, job seekers, and employers. 3 Sec. 6. Section 84A.1B, Code 2016, is amended by adding the 4 following new subsections: 5 NEW SUBSECTION . 10. Develop and coordinate strategies for 6 technological improvements to facilitate access to, and improve 7 the quality of, the state’s workforce development services. 8 NEW SUBSECTION . 11. Develop and coordinate strategies for 9 aligning technology and data systems across state agencies 10 in order to improve the integration and coordination of the 11 delivery of workforce development services. 12 NEW SUBSECTION . 12. Identify and disseminate information 13 on proven and promising practices for meeting the needs 14 of workers, job seekers, and employers, including but not 15 limited to proven and promising practices for the effective 16 operation of workforce centers and systems; the development of 17 effective local workforce development boards; the development 18 of effective training programs; effective engagement with 19 stakeholders in the state’s workforce development system; 20 effective engagement with employers; and increasing access 21 to workforce services for all Iowans, in particular for 22 individuals with a barrier to employment as defined in the 23 federal Workforce Innovation and Opportunity Act, Pub. L. No. 24 113-128, section 3(24). 25 NEW SUBSECTION . 13. Develop and coordinate the 26 implementation of allocation formulas for the distribution 27 of funds available for employment and training activities in 28 local workforce development areas under the federal Workforce 29 Innovation and Opportunity Act, Pub. L. No. 113-128, sections 30 128(b)(3) and 133(b)(3). 31 NEW SUBSECTION . 14. Provide recommendations to the 32 governor regarding the certification of local workforce 33 development boards. 34 NEW SUBSECTION . 15. Develop and coordinate the analysis 35 -4- LSB 6039XC (5) 86 je/rj 4/ 18
S.F. _____ of labor market information in order to identify in-demand 1 industries and occupations. 2 NEW SUBSECTION . 16. Make recommendations to the governor 3 regarding the designation of local workforce development areas 4 and regions in the state under the federal Workforce Innovation 5 and Opportunity Act, Pub. L. No. 113-128, section 106. 6 NEW SUBSECTION . 17. Make recommendations to the general 7 assembly and governor regarding workforce development services, 8 programs, and activities. 9 Sec. 7. Section 84A.4, subsections 1 and 3, Code 2016, are 10 amended to read as follows: 11 1. A regional advisory local workforce development board 12 shall be established in each service delivery area as defined 13 in section 84B.2 . The voting members of the each board shall 14 be appointed by the governor, consistent with the requirements 15 of federal law and in consultation with chief elected officials 16 within the region local workforce development area . Chief 17 elected officials responsible for recommendations for board 18 board’s voting membership shall include , but are not limited 19 to , county elected officials, municipal elected officials, 20 and community college directors. The voting membership of 21 each board shall provide for equal representation of business 22 and labor and shall include a county elected official, a 23 city official, a representative of a school district, and a 24 representative of a community college. A local workforce 25 development board may appoint ex officio, nonvoting members. 26 3. Section 84A.1A, subsections 2, 3, and 5 , apply to the 27 members of a regional advisory local workforce development 28 board except that the board shall meet if a majority of 29 the members of the board file a written request with the 30 chairperson for a meeting. Members of a regional advisory 31 local workforce development board shall be allowed their actual 32 and necessary expenses incurred in the performance of their 33 duties. All expenses shall be paid from appropriations for 34 those purposes and the department of workforce development is 35 -5- LSB 6039XC (5) 86 je/rj 5/ 18
S.F. _____ subject to the budget requirements of chapter 8 . 1 Sec. 8. Section 84A.4, subsection 2, Code 2016, is amended 2 by striking the subsection and inserting in lieu thereof the 3 following: 4 2. A local workforce development board shall do all of the 5 following: 6 a. Develop and coordinate the implementation of a four-year 7 comprehensive local workforce development plan that identifies 8 needs, goals, strategies, and policies for the local workforce 9 development area. A local workforce development plan shall 10 be updated every two years and revised as necessary. A local 11 workforce development board shall coordinate the convening of 12 local workforce development system stakeholders to assist in 13 the development of the local workforce development plan. 14 b. Develop and coordinate the alignment of the local area’s 15 workforce development programs, services, and activities in an 16 integrated and streamlined workforce development system that 17 is data driven and responsive to the needs of workers, job 18 seekers, and employers. 19 c. Develop and coordinate policies that increase access 20 to workforce services for all Iowans, in particular for 21 individuals with a barrier to employment as defined in the 22 federal Workforce Innovation and Opportunity Act, Pub. L. No. 23 113-128, section 3(24). 24 d. Develop and coordinate the creation of reports as 25 required by section 84A.1B. 26 e. Develop a budget for the local workforce development 27 board’s activities in the local workforce development area, 28 consistent with the four-year comprehensive local workforce 29 development plan, any modifications to the local workforce 30 development plan, and the local workforce development board’s 31 duties under this section. 32 f. Convene workforce development system stakeholders to 33 identify expertise and resources to leverage support for 34 workforce development programs, services, and activities in the 35 -6- LSB 6039XC (5) 86 je/rj 6/ 18
S.F. _____ local area. 1 g. Coordinate outreach to employers and economic development 2 entities in the local workforce development area. 3 h. Coordinate the performance of workforce research and 4 regional labor market analysis. 5 i. Participate in the development of strategies for using 6 technology to maximize the accessibility and effectiveness of 7 the local workforce development system. 8 j. Participate in the oversight of workforce development 9 programs and activities in the local workforce development 10 area. 11 k. Award grants or contracts as required by and consistent 12 with applicable state and federal law. 13 l. Designate a fiscal agent. 14 m. Participate in the development of performance 15 accountability measures for the local workforce development 16 area. 17 n. Participate in the identification and promotion of proven 18 and promising practices for meeting the needs of workers, job 19 seekers, and employers. 20 o. Coordinate activities with education and training 21 providers in the local workforce development area. 22 p. Participate in the identification of eligible providers 23 of training and career services within the local workforce 24 development area. 25 q. Make recommendations to the state workforce development 26 board regarding workforce development programs, services, and 27 activities. 28 Sec. 9. Section 84A.4, Code 2016, is amended by adding the 29 following new subsection: 30 NEW SUBSECTION . 2A. A local workforce development board may 31 do the following: 32 a. Designate and direct the activities of standing 33 committees of the local workforce development board to provide 34 information and to assist the local workforce development board 35 -7- LSB 6039XC (5) 86 je/rj 7/ 18
S.F. _____ in carrying out its duties. Such standing committees shall be 1 chaired by a member of the local workforce development board, 2 may include other members of the local workforce development 3 board, and shall include other individuals appointed by the 4 local workforce development board who are not members of the 5 local workforce development board and who the local workforce 6 development board determines have appropriate experience and 7 expertise. 8 b. Engage in regional coordination with one or more other 9 local workforce development areas under the federal Workforce 10 Innovation and Opportunity Act, Pub. L. No. 113-128, section 11 106. 12 Sec. 10. Section 84A.5, unnumbered paragraph 1, Code 2016, 13 is amended to read as follows: 14 The department of workforce development, in consultation 15 with the workforce development board and the regional 16 advisory local workforce development boards, has the primary 17 responsibilities set out in this section . 18 Sec. 11. Section 84A.5, subsection 9, unnumbered paragraph 19 1, Code 2016, is amended to read as follows: 20 The department of workforce development, in consultation 21 with the applicable regional advisory local workforce 22 development board, shall select service providers, subject to 23 approval by the workforce development board for each service 24 delivery area. A service provider in each service delivery 25 area shall be identified to coordinate the services throughout 26 the service delivery area. The department of workforce 27 development shall select service providers that, to the extent 28 possible, meet or have the ability to meet the following 29 criteria: 30 Sec. 12. Section 84A.6, subsection 1, Code 2016, is amended 31 to read as follows: 32 1. The department of workforce development, in consultation 33 with the workforce development board and the regional 34 advisory local workforce development boards, the department of 35 -8- LSB 6039XC (5) 86 je/rj 8/ 18
S.F. _____ education, and the economic development authority shall work 1 together to develop policies encouraging coordination between 2 skill development, labor exchange, and economic development 3 activities. 4 Sec. 13. NEW SECTION . 84B.01 Workforce development system. 5 The departments of workforce development, education, 6 human services, and corrections, the economic development 7 authority, department on aging, the division of Iowa vocational 8 rehabilitation services of the department of education, and the 9 department for the blind shall collaborate where possible under 10 applicable state and federal law to align workforce development 11 programs, services, and activities in an integrated workforce 12 development system in the state and in each local workforce 13 development area that is data driven and responsive to the 14 needs of workers, job seekers, and employers. The departments, 15 authority, and division shall also jointly establish an 16 integrated management information system for linking workforce 17 development programs within local workforce development systems 18 and in the state. 19 Sec. 14. Section 84B.1, unnumbered paragraph 1, Code 2016, 20 is amended to read as follows: 21 The department of workforce development, in consultation 22 with the departments of education, human services, and human 23 rights corrections , the economic development authority, 24 the department on aging, the division of Iowa vocational 25 rehabilitation services of the department of education, and 26 the department for the blind , shall establish guidelines 27 for colocating state and federal employment and training 28 programs in centers providing services at the local level. The 29 centers shall be known as workforce development centers. The 30 departments and the authority shall also jointly establish 31 an integrated management information system for linking the 32 programs within a local center to the same programs within 33 other local centers and to the state. The guidelines shall 34 provide for local design and operation within the guidelines. 35 -9- LSB 6039XC (5) 86 je/rj 9/ 18
S.F. _____ The core services available at a center shall include but are 1 not limited to all of the following: 2 Sec. 15. Section 84B.2, Code 2016, is amended to read as 3 follows: 4 84B.2 Workforce development centers —— location. 5 A workforce development center, as provided in section 6 84B.1 , shall be located in each service delivery area. Each 7 workforce development center shall also maintain a presence, 8 through satellite offices or electronic means, in each county 9 located within that service delivery area. For purposes of 10 this section , “service delivery area” means the area included 11 within a merged area, as defined in section 260C.2 , realigned 12 to the closest county border as determined by the department 13 of workforce development. However, if the state workforce 14 development board determines that an area of the state would 15 be adversely affected by the designation of the service 16 delivery areas by the department, the department may, after 17 consultation with the applicable regional advisory local 18 workforce development boards and with the approval of the state 19 workforce development board, make accommodations in determining 20 the service delivery areas, including, but not limited to, the 21 creation of a new service delivery area. In no event shall the 22 department create more than sixteen service delivery areas. 23 Sec. 16. Section 260H.2, subsection 1, Code 2016, is amended 24 to read as follows: 25 1. A pathways for academic career and employment program 26 is established to provide funding to community colleges for 27 the development of projects in coordination with the economic 28 development authority, the department of education, the 29 department of workforce development, regional advisory local 30 workforce development boards established pursuant to section 31 84A.4 , and community partners to implement a simplified, 32 streamlined, and comprehensive process, along with customized 33 support services, to enable eligible participants to acquire 34 effective academic and employment training to secure gainful, 35 -10- LSB 6039XC (5) 86 je/rj 10/ 18
S.F. _____ quality, in-state employment. 1 Sec. 17. Section 260H.4, subsection 2, paragraph a, Code 2 2016, is amended to read as follows: 3 a. Economic and workforce development requirements in each 4 region served by the community colleges as defined by regional 5 advisory local workforce development boards established 6 pursuant to section 84A.4 . 7 Sec. 18. Section 260H.4, subsection 2, paragraph b, 8 subparagraph (5), Code 2016, is amended to read as follows: 9 (5) Any other industry designated as in-demand by a regional 10 advisory local workforce development board established pursuant 11 to section 84A.4 . 12 Sec. 19. Section 260H.8, Code 2016, is amended to read as 13 follows: 14 260H.8 Rules. 15 The department of education, in consultation with the 16 community colleges, the economic development authority, and the 17 department of workforce development, shall adopt rules pursuant 18 to chapter 17A and this chapter to implement the provisions of 19 this chapter . Regional advisory Local workforce development 20 boards established pursuant to section 84A.4 shall be consulted 21 in the development and implementation of rules to be adopted 22 pursuant to this chapter . 23 Sec. 20. Section 260I.6, subsection 2, paragraph e, Code 24 2016, is amended to read as follows: 25 e. Any other industry designated as in-demand by a regional 26 advisory local workforce development board established pursuant 27 to section 84A.4 . 28 Sec. 21. EFFECTIVE UPON ENACTMENT. This division of this 29 Act, being deemed of immediate importance, takes effect upon 30 enactment. 31 DIVISION II 32 UNEMPLOYMENT INSURANCE BENEFITS —— AUTHORIZATION TO JOIN 33 CONSORTIUM AND USE CERTAIN FUNDS —— APPROPRIATION 34 Sec. 22. AUTHORIZATION TO JOIN CONSORTIUM. The department 35 -11- LSB 6039XC (5) 86 je/rj 11/ 18
S.F. _____ of workforce development is hereby authorized to join a 1 consortium with the states of Idaho and Vermont for the purpose 2 of modifying the Idaho unemployment benefit payment software 3 system so that it can be used to pay unemployment insurance 4 benefits by the state of Iowa. 5 Sec. 23. APPROPRIATION —— UNEMPLOYMENT INSURANCE BENEFIT 6 PAYMENT SOFTWARE SYSTEM. 7 1. There is hereby appropriated out of funds made available 8 to the state of Iowa under section 903 of the Social Security 9 Act, as amended, the sum of one million seventy-six thousand 10 dollars, or so much thereof as may be necessary, to be used 11 under the direction of the department of workforce development, 12 for the purpose of modifying the Idaho unemployment insurance 13 benefit payment software system so that it can be used to pay 14 unemployment insurance benefits by the state of Iowa and for 15 the acquisition of programing, software, and equipment required 16 to provide an administrative and payment system for the Iowa 17 unemployment insurance program. 18 2. The funds hereby appropriated shall not be obligated 19 after the expiration of the two-year period beginning on the 20 date of the enactment of this section. 21 3. The amount obligated pursuant to this section shall 22 not exceed at any time the amount by which the aggregate of 23 the amounts transferred to the account of this state in the 24 unemployment trust fund pursuant to section 903 of the Social 25 Security Act, as amended, exceeds the aggregate of the amounts 26 obligated for administration and paid out for unemployment 27 insurance benefits and required by law to be charged against 28 the amounts transferred to the account of this state in the 29 unemployment trust fund. 30 Sec. 24. AUTHORIZATION OF USE OF FUNDS —— UNEMPLOYMENT 31 INSURANCE BENEFIT PAYMENT SOFTWARE SYSTEM. 32 1. Four million eight hundred twenty-five thousand dollars, 33 or so much thereof as may be necessary, of incentive payment 34 funds credited with respect to the Assistance for Unemployed 35 -12- LSB 6039XC (5) 86 je/rj 12/ 18
S.F. _____ Workers and Struggling Families Act, Pub. L. No. 111-5, 1 Division B, Tit. II, §2003, as codified in 42 U.S.C. §1103, 2 as a special transfer made under section 903(g) of the Social 3 Security Act, may be used under the direction of the department 4 of workforce development for the purpose of modifying the Idaho 5 unemployment insurance benefit payment system so that it can 6 be used to pay unemployment insurance benefits by the state 7 of Iowa and for the acquisition of programing, software, and 8 equipment required to provide an administrative and payment 9 system for the Iowa unemployment insurance program. 10 2. The funds hereby authorized for use shall not be 11 obligated after the expiration of the two-year period beginning 12 on the date of the enactment of this section. 13 Sec. 25. AUTHORIZATION OF USE OF FUNDS —— UNEMPLOYMENT 14 INSURANCE BENEFIT OVERPAYMENTS. 15 1. Four hundred thirty-three thousand, eight hundred 16 sixty-six dollars and twenty-four cents, or so much thereof 17 as may be necessary, of incentive payment funds credited with 18 respect to the Assistance for Unemployed Workers and Struggling 19 Families Act, Pub. L. No. 111-5, Division B, Tit. II, §2003, as 20 codified in 42 U.S.C. §1103, as a special transfer made under 21 section 903(g) of the Social Security Act, may be used under 22 the direction of the department of workforce development and in 23 accordance with the recommendation of the workforce development 24 board for the purpose of offsetting all potential unemployment 25 insurance benefit overpayments caused by a telephone system 26 malfunction on March 8, 2014. 27 2. The funds hereby authorized for use shall not be 28 obligated after the expiration of the two-year period beginning 29 on the date of the enactment of this section. 30 Sec. 26. EFFECTIVE UPON ENACTMENT. This division of this 31 Act, being deemed of immediate importance, takes effect upon 32 enactment. 33 EXPLANATION 34 The inclusion of this explanation does not constitute agreement with 35 -13- LSB 6039XC (5) 86 je/rj 13/ 18
S.F. _____ the explanation’s substance by the members of the general assembly. 1 This bill relates to employment services programs 2 administered by the department of workforce development by 3 providing for conformity with federal law concerning the 4 workforce development board, authorizing the department 5 to carry out certain actions relating to the unemployment 6 insurance program, and making an appropriation. 7 DIVISION I —— CONFORMITY WITH FEDERAL WORKFORCE INNOVATION 8 AND OPPORTUNITY ACT. This division of the bill makes various 9 changes relating to the department of workforce development, 10 workforce development board, regional advisory boards, and 11 workforce development centers in order to conform state law 12 with the requirements of the federal Workforce Innovation and 13 Opportunity Act, Pub. L. No. 113-128. 14 The division adds four ex officio, nonvoting members to 15 the Iowa workforce development board. The additional members 16 are one representative of the department for the blind, one 17 representative of the department on aging, one representative 18 of the department of corrections, and one representative of the 19 department of human services. 20 The division permits the Iowa workforce development board 21 to designate and direct the activities of standing committees 22 of the board to provide information and to assist the board in 23 carrying out its duties. 24 The division requires the directors of the departments 25 of workforce development and education, and the economic 26 development authority, and the administrator of the division 27 of Iowa vocational rehabilitation services of the department 28 of education, to establish an operations team to assist the 29 workforce development board in the performance of its duties. 30 The division requires the directors of the departments 31 of workforce development and education, the department for 32 the blind, and the economic development authority, and the 33 administrator of the division of Iowa vocational rehabilitation 34 services of the department of education, or their designees, to 35 -14- LSB 6039XC (5) 86 je/rj 14/ 18
S.F. _____ form a policy council to make certain recommendations to the 1 workforce development board. 2 The division modifies existing duties of the workforce 3 development board, including replacing requirements for 4 developing and coordinating implementation of five- and 20-year 5 workforce development plans with requirements for a four-year 6 comprehensive workforce development plan. 7 The division provides various new duties of the workforce 8 development board including duties relating to statewide 9 workforce development policies, procedures, and guidance; 10 technology and data systems; identifying and disseminating 11 information on proven and promising practices relating to 12 workforce needs; implementation of allocation formulas for 13 the distribution of certain federal funds; making certain 14 recommendations to the governor and general assembly; and 15 developing and coordinating the analysis of labor market 16 information. 17 The division renames regional advisory boards established 18 under current Code section 84A.4 as local workforce development 19 boards. Current membership requirements of such boards are 20 unchanged, although the division permits such boards to appoint 21 ex officio, nonvoting members. The division renames regions in 22 which such boards operate as local workforce development areas. 23 The division strikes existing duties of regional advisory 24 boards and provides new duties for local workforce development 25 boards, including duties relating to implementation of 26 four-year local workforce development plans, increasing access 27 to workforce services, developing a budget, coordinating the 28 performance of workforce research and regional labor market 29 analysis, oversight of workforce development programs and 30 activities, awarding grants or contracts, participating in the 31 identification of eligible providers of training and career 32 services within the local workforce development area, and 33 making certain recommendations. S.F. _____ of the board to provide information and to assist the board 1 in carrying out its duties. The division permits a board to 2 engage in regional coordination with one or more other local 3 workforce development areas as provided in federal law. 4 The division modifies the state entities the department 5 of workforce development is required to consult with in 6 establishing guidelines for workforce development centers 7 by striking the department of human rights and adding the 8 department of corrections and the division of Iowa vocational 9 rehabilitation services of the department of education. 10 The division requires the departments of workforce 11 development, education, human services, and corrections, the 12 economic development authority, department on aging, the 13 division of Iowa vocational rehabilitation services of the 14 department of education, and the department for the blind to 15 collaborate where possible under applicable state and federal 16 law to align workforce development programs, services, and 17 activities in an integrated workforce development system in the 18 state and each local workforce development area that is data 19 driven and responsive to the needs of workers, job seekers, and 20 employers. The division requires the departments, authority, 21 and division to also jointly establish an integrated management 22 information system for linking workforce development programs 23 within local workforce development systems and in the state. 24 The division makes additional conforming statutory changes. 25 The division takes effect upon enactment. 26 DIVISION II —— UNEMPLOYMENT INSURANCE BENEFITS —— 27 AUTHORIZATION TO JOIN CONSORTIUM —— APPROPRIATION —— 28 AUTHORIZATION OF USE OF FUNDS. This division of the bill 29 authorizes the department of workforce development to join a 30 consortium with the states of Idaho and Vermont for the purpose 31 of modifying the Idaho unemployment benefit payment software 32 system so that it can be used to pay unemployment insurance 33 benefits by the state of Iowa. 34 The division appropriates out of funds made available to the 35 -16- LSB 6039XC (5) 86 je/rj 16/ 18
S.F. _____ state of Iowa under section 903 of the Social Security Act, as 1 amended, the sum of $1,076,000, or so much thereof as may be 2 necessary, to be used under the direction of the department of 3 workforce development, for the purpose of modifying the Idaho 4 unemployment insurance benefit payment software system so that 5 it can be used to pay unemployment insurance benefits by the 6 state of Iowa and for the acquisition of programing, software, 7 and equipment required to provide an administrative and payment 8 system for the Iowa unemployment insurance program. 9 The amount obligated shall not exceed at any time the amount 10 by which the aggregate of the amounts transferred to the 11 account of this state in the unemployment trust fund pursuant 12 to section 903 of the Social Security Act, as amended, exceeds 13 the aggregate of the amounts obligated for administration and 14 paid out for unemployment insurance benefits and required 15 by law to be charged against the amounts transferred to the 16 account of this state in the unemployment trust fund. 17 The division authorizes $4,825,000, or so much thereof as 18 may be necessary, of incentive payment funds credited with 19 respect to the Assistance for Unemployed Workers and Struggling 20 Families Act, Pub. L. No. 111-5, Division B, Tit. II, §2003, 21 as a special transfer made under section 903(g) of the Social 22 Security Act, to be used under the direction of the department 23 of workforce development for the purpose of modifying the Idaho 24 unemployment insurance benefit payment system so that it can 25 be used to pay unemployment insurance benefits by the state 26 of Iowa and for the acquisition of programing, software, and 27 equipment required to provide an administrative and payment 28 system for the Iowa unemployment insurance program. 29 The division authorizes $433,866.24, or so much thereof 30 as may be necessary, of incentive payment funds credited 31 with respect to the Assistance for Unemployed Workers and 32 Struggling Families Act, Pub.
