DIVISION
I.
This
bill
relates
to
appropriations
from
the

general
fund
of
the
state
for
fiscal
year
2016-2017
to
the

departments
of
justice,
corrections,
public
defense,
public

safety,
and
homeland
security
and
emergency
management,
and
10
the
Iowa
law
enforcement
academy,
office
of
the
state
public
11
defender,
board
of
parole,
Iowa
state
civil
rights
commission,
12
and
the
criminal
and
juvenile
justice
planning
division
of
the
13
department
of
human
rights.

The
bill
requires
the
department
of
justice
to
reimburse
15
the
costs
and
necessary
related
expenses
incurred
by
the
Iowa
16
law
enforcement
academy
to
employ
one
additional
instructor
17
position
who
shall
provide
training
for
domestic
abuse
and
18
human
trafficking-related
issues
throughout
the
state.
The

bill
specifies
that
the
department
of
justice
shall
obtain
the

moneys
necessary
to
reimburse
the
Iowa
law
enforcement
academy

to
employ
such
an
instructor
from
unrestricted
moneys
from

either
the
victim
compensation
fund,
the
human
trafficking

victim
fund,
or
the
human
trafficking
enforcement
fund.
The

bill
further
specifies
that
the
training
provided
by
the

academy
shall

offered
at
no
cost
to
