S.F. _____ DIVISION I 1 HEALTH AND HUMAN SERVICES 2 Section 1. MEDICAID. There is appropriated from the general 3 fund of the state to the department of human services for the 4 fiscal year beginning July 1, 2015, and ending June 30, 2016, 5 the following amount, or so much thereof as is necessary, to be 6 used for the purposes designated: 7 To supplement the appropriation made for medical assistance 8 program reimbursement and associated costs in 2015 Iowa Acts, 9 chapter 137, section 12, unnumbered paragraph 2: 10 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 80,000,000 11 Notwithstanding section 8.33, moneys appropriated in this 12 division that remain unobligated or unexpended at the close of 13 the fiscal year shall not revert but shall remain available 14 to be used for the purposes designated until the close of the 15 succeeding fiscal year. 16 Sec. 2. EFFECTIVE UPON ENACTMENT. This division of this 17 Act, being deemed of immediate importance, takes effect upon 18 enactment. 19 DIVISION II 20 DEPARTMENT OF CORRECTIONS 21 Sec. 3. GENERAL ADMINISTRATION. There is appropriated from 22 the general fund of the state to the department of corrections 23 for the fiscal year beginning July 1, 2015, and ending June 30, 24 2016, the following amount, or so much thereof as is necessary, 25 to be used for the purposes designated: 26 To supplement the appropriation made for general 27 administration, including salaries, support, maintenance, 28 employment of an education director to administer a 29 centralized education program for the correctional system, and 30 miscellaneous purposes in 2015 Iowa Acts, chapter 135, section 31 4, subsection 1, unnumbered paragraph 1: 32 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,900,000 33 It is the intent of the general assembly that a priority in 34 allocating the moneys appropriated in this section shall be 35 -1- LSB 5713XC (10) 86 rn/tm 1/ 6
S.F. _____ to supplement the amounts otherwise appropriated in 2015 Iowa 1 Acts, chapter 135, section 3, subsection 1, for the operation 2 of the Mount Pleasant and Clarinda correctional facilities. 3 Notwithstanding section 8.33, moneys appropriated in this 4 division that remain unobligated or unexpended at the close of 5 the fiscal year shall not revert but shall remain available 6 to be used for the purposes designated until the close of the 7 succeeding fiscal year. 8 Sec. 4. EFFECTIVE UPON ENACTMENT. This division of this 9 Act, being deemed of immediate importance, takes effect upon 10 enactment. 11 DIVISION III 12 DEPARTMENT OF INSPECTIONS AND APPEALS 13 Sec. 5. INDIGENT DEFENSE. There is appropriated from the 14 general fund of the state to the department of inspections and 15 appeals for the fiscal year beginning July 1, 2015, and ending 16 June 30, 2016, the following amount, or so much thereof as is 17 necessary, to be used for the purposes designated: 18 To supplement the appropriation made for payments on behalf 19 of eligible adults and juveniles from the indigent defense 20 fund, in accordance with section 815.11, in 2015 Iowa Acts, 21 chapter 135, section 11, subsection 2: 22 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 3,000,000 23 Notwithstanding section 8.33, moneys appropriated in this 24 division that remain unobligated or unexpended at the close of 25 the fiscal year shall not revert but shall remain available 26 to be used for the purposes designated until the close of the 27 succeeding fiscal year. 28 Sec. 6. EFFECTIVE UPON ENACTMENT. This division of this 13 Act, being deemed of immediate importance, takes effect upon 14 enactment. 15 DIVISION V 16 REBUILD IOWA INFRASTRUCTURE FUND —— STANDING APPROPRIATION 17 Sec. 9. Section 8.57, subsection 5, Code 2016, is amended by 18 adding the following new paragraph: 19 NEW PARAGRAPH . 0g. In addition to moneys deposited in the 20 rebuild Iowa infrastructure fund pursuant to paragraph “f” , 21 there is appropriated for the fiscal year beginning July 1, 22 2017, and for each fiscal year thereafter from the general 23 fund of the state to the rebuild Iowa infrastructure fund 24 thirty million dollars to be used as provided in this section. 25 Notwithstanding section 8.33, moneys appropriated in this 26 lettered paragraph that remain unencumbered or unobligated at 27 the end of a fiscal year shall not revert but shall remain 28 available for expenditure for the purposes designated until the 29 close of the succeeding fiscal year. 30 DIVISION VI 31 REBUILD IOWA INFRASTRUCTURE FUND —— ONE-TIME APPROPRIATION 32 Sec. 10. REBUILD IOWA INFRASTRUCTURE FUND APPROPRIATION. 33 There is appropriated from the general fund of the state to the 34 rebuild Iowa infrastructure fund for the fiscal year beginning 35 -3- LSB 5713XC (10) 86 rn/tm 3/ 6

EFFECTIVE UPON ENACTMENT. This division of this 5 Act, being deemed of immediate importance, takes effect upon 6 enactment. 7 DIVISION VII 8 GAMING REVENUES —— GENERAL FUND 9 Sec. 12. Section 8.57, subsection 5, paragraph f, 10 subparagraph (1), subparagraph division (d), Code 2016, is 11 amended to read as follows: 12 (d) (i) For the fiscal year beginning July 1, 2013, and 13 for each fiscal year thereafter ending June 30, 2016 , the total 14 moneys in excess of the moneys deposited under this paragraph 15 “f” in the revenue bonds debt service fund, the revenue bonds 16 federal subsidy holdback fund, the vision Iowa fund, and the 17 Iowa skilled worker and job creation fund shall be deposited 18 in the rebuild Iowa infrastructure fund and shall be used as 19 provided in this section , notwithstanding section 8.60 . 20 (ii) For the fiscal year beginning July 1, 2016, and for 21 each fiscal year thereafter, the first twenty-five million of 22 the total moneys remaining in excess of the moneys deposited 23 under this paragraph “f” in the revenue bonds debt service 24 fund, the revenue bonds federal subsidy holdback fund, the 25 vision Iowa fund, and the Iowa skilled worker and job creation 26 fund shall be deposited in the general fund of the state. The 27 remaining moneys in excess of the moneys deposited under this 28 subparagraph subdivision (ii) in the general fund of the state 29 shall be deposited in the rebuild Iowa infrastructure fund and 30 shall be used as provided in this section, notwithstanding 31 section 8.60. 32 EXPLANATION 33 The inclusion of this explanation does not constitute agreement with 34 the explanation’s substance by the members of the general assembly. 35 -4- LSB 5713XC (10) 86 rn/tm 4/ 6
S.F. _____ This bill relates to financial and regulatory matters by 1 supplementing appropriations for the fiscal year beginning July 2 1, 2015, and by making standing appropriations. The bill is 3 organized into divisions. 4 HEALTH AND HUMAN SERVICES. This division supplements 5 an appropriation from the general fund of the state to the 6 department of health and human services for the fiscal year 7 that begins July 1, 2015, for medical assistance program 8 reimbursement and associated costs. The supplemental 9 appropriation is $80 million, and nonreversion provisions are 10 made applicable. 11 The division is effective upon enactment. 12 DEPARTMENT OF CORRECTIONS. This division supplements 13 an appropriation from the general fund of the state to the 14 department of corrections for the fiscal year that begins 15 July 1, 2015, for general administration. The supplemental 16 appropriation is $1.9 million. The division provides that 17 priority in allocating the funds shall be to supplement other 18 amounts separately appropriated for the operation of the Mount 19 Pleasant and Clarinda correctional facilities. Nonreversion 20 provisions are made applicable. 21 The division takes effect upon enactment. 22 DEPARTMENT OF INSPECTIONS AND APPEALS. This division 23 supplements an appropriation from the general fund of the state 24 to the office of the state public defender of the department 25 of inspections and appeals for the fiscal year that begins 26 July 1, 2015, for payments from the indigent defense fund. 27 The supplemental appropriation is $3 million. Nonreversion 28 provisions are made applicable. 29 The division takes effect upon enactment. 30 DEPARTMENT OF ADMINISTRATIVE SERVICES. This division 31 supplements an appropriation from the general fund of the state 32 to the department of administrative services for the fiscal 33 year that begins July 1, 2015, for payment of utility costs. 34 The supplemental appropriation is $610,039. S.F. _____ provisions were made applicable. 1 The division takes effect upon enactment. 2 REBUILD IOWA INFRASTRUCTURE FUND —— STANDING APPROPRIATION. 3 This division makes a standing appropriation of $30 million 4 from the general fund of the state to the rebuild Iowa 5 infrastructure fund for the fiscal year beginning July 1, 2017, 6 and succeeding fiscal years. Nonreversion provisions are made 7 applicable. 8 REBUILD IOWA INFRASTRUCTURE FUND —— ONE-TIME APPROPRIATION. 9 This division makes a one-time appropriation of $30 million 10 from the general fund of the state to the rebuild Iowa 11 infrastructure fund for the fiscal year beginning July 1, 2015, 12 and ending June 30, 2016. 13 The division takes effect upon enactment. 14 GAMING REVENUES. This division provides that for the fiscal 15 year beginning July 1, 2016, and for each succeeding fiscal 16 year, the first $25 million of the total moneys remaining after 17 payments are deducted from appropriations made to the rebuild 18 Iowa infrastructure fund for revenue bond debt service, revenue 19 bond federal subsidy holdback, the vision Iowa fund, and the 20 Iowa skilled worker and job creation fund shall be deposited in 21 the general fund of the state. 22 -6- LSB 5713XC (10) 86 rn/tm 6/ 6
