S.F. _____ Section 1. Section 257.8, subsection 2, Code 2016, is 1 amended to read as follows: 2 2. Categorical state percent of growth. The categorical 3 state percent of growth for the budget year beginning July 1, 4 2013, is two percent. The categorical state percent of growth 5 for the budget year beginning July 1, 2014, is four percent. 6 The categorical state percent of growth for the budget year 7 beginning July 1, 2015, is one and twenty-five hundredths 8 percent. The categorical state percent of growth for the 9 budget year beginning July 1, 2017, is four percent. The 10 categorical state percent of growth for each budget year shall 11 be established by statute which shall be enacted within thirty 12 days of the submission in the year preceding the base year of 13 the governor’s budget under section 8.21 . The establishment 14 of the categorical state percent of growth for a budget year 15 shall be the only subject matter of the bill which enacts the 16 categorical state percent of growth for a budget year. The 17 categorical state percent of growth may include state percents 18 of growth for the teacher salary supplement, the professional 19 development supplement, the early intervention supplement, and 20 the teacher leadership supplement. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 The categorical state percent of growth is used by the 25 department of management to calculate the per pupil amounts for 26 each of the categorical funding supplements authorized by law. 27 This bill establishes a categorical state percent of growth 28 of 4 percent for the school budget year beginning July 1, 2017. 29 -1- LSB 5963XC (1) 86 md/sc 1/ 1
