S.F. _____ Section 1. Section 153.15, Code 2016, is amended to read as 1 follows: 2 153.15 Dental hygienists —— scope of term. 3 1. A licensed dental hygienist may perform those services 4 which are educational, therapeutic, and preventive in nature 5 which attain or maintain optimal oral health as determined by 6 the board and may include but are not necessarily limited to 7 complete oral prophylaxis, application of preventive agents 8 to oral structures, exposure and processing of radiographs, 9 administration of medicaments prescribed by a licensed 10 dentist, obtaining and preparing nonsurgical, clinical and 11 oral diagnostic tests for interpretation by the dentist, and 12 preparation of preliminary written records of oral conditions 13 for interpretation by the dentist. Such services , with the 14 exception of educational services and oral screening services, 15 shall be performed under supervision of a licensed dentist and 16 in a dental office, a public or private school, public health 17 agencies, hospitals, and the armed forces, but nothing herein 18 shall be construed to authorize a dental hygienist to practice 19 dentistry. Oral screening services performed by a licensed 20 dental hygienist other than under the supervision of a licensed 21 dentist shall require a referral to a licensed dentist for a 22 comprehensive exam, diagnosis, and treatment plan. 23 2. For purposes of this section: 24 a. “Educational services” includes: 25 (1) Assessing the need for planning, implementing, and 26 evaluating oral health education programs for individual 27 patients and community groups. 28 (2) Conducting workshops and in-service training sessions 29 on dental health for nurses, school personnel, institutional 30 staff, community groups, and other agencies providing 31 consultation and technical assistance for promotional, 32 preventative, or other services. 33 b. “Oral screening services” means either of the following: 34 (1) Reviewing medical and dental health histories. 35 -1- LSB 5676SC (2) 86 tr/nh 1/ 2
S.F. _____ (2) Performing oral inspection. 1 EXPLANATION 2 The inclusion of this explanation does not constitute agreement with 3 the explanation’s substance by the members of the general assembly. 4 This bill permits licensed dental hygienists to perform 5 educational services and oral screening services without 6 supervision of a licensed dentist and without restriction on 7 the location of those services.
