There is appropriated to the 1 department of administrative services for the fiscal year 2 beginning July 1, 2015, and ending June 30, 2016, from the 3 revolving funds designated in chapter 8A and from internal 4 service funds created by the department such amounts as the 5 department deems necessary for the operation of the department 6 consistent with the requirements of chapter 8A. 7 Sec. 3. STATE EMPLOYEE HEALTH INSURANCE ADMINISTRATION 8 CHARGE. For the fiscal year beginning July 1, 2015, and ending 9 June 30, 2016, the monthly per contract administrative charge 10 which may be assessed by the department of administrative 11 services shall be $2 per contract on all health insurance plans 12 administered by the department. 13 Sec. 4. It is the intent of the general assembly that the 28 department and division continuously solicit input from 29 facilities regulated by the division to assess and improve 30 the division’s level of collaboration and to identify new 31 opportunities for cooperation. 32 5. Section 8.57, subsection 5, paragraph h, Code 2015, 13 is amended by striking the paragraph. 14 Sec. 33. 2012 Iowa Acts, chapter 1138, section 7, subsection 15 2, is amended to read as follows: 16 2. A banking division mortgage servicing settlement fund is 17 established, separate and apart from all other public moneys 18 or funds of the state, under the control of the division of 19 banking of the department of commerce. The banking division 20 shall deposit moneys received by the division from the joint 21 state-federal mortgage servicing settlement into the fund. 22 Moneys deposited in the fund are appropriated to the banking 23 division to be used as provided in a financial plan developed 24 by the superintendent of banking and approved by the department 25 of management to support state financial regulation, including 26 oversight of mortgage lending and mortgage servicing, real 27 estate and real estate appraisal, state chartered banks, 28 and other financial services regulated by the division of 29 banking. Moneys in the fund may also be used to support 30 financial literacy efforts. The financial plan may be updated 31 periodically as provided by the superintendent and approved by 32 the department of management. Notwithstanding section 8.33 , 33 moneys in the fund that remain unencumbered or unobligated at 34 the close of a fiscal year shall not revert but shall remain 35 -17- LSB 1017SB (1) 86 av/rn 17/ 35

The bill 24 repeals Code section 8.41A establishing the federal recovery 25 and reinvestment fund and Code section 8.57B establishing 26 the vertical infrastructure fund, and contingent upon the 27 enactment of 2015 Iowa Acts, House File 585, transfers moneys 28 remaining in the repealed funds on June 30, 2015, to the office 29 of the secretary of state to be used for the start-up costs of 30 implementing the address confidentiality program for certain 31 victims of crimes. The bill also transfers moneys remaining 32 in the banking division mortgage servicing settlement fund 33 established in 2012 Iowa Acts, ch. 1138(7)(2), on June 30, 34 2015, to the secretary of state to be used for the start-up 35 -34- LSB 1017SB (1) 86 av/rn 34/ 35
S.F. _____ costs of the address confidentiality program, contingent 1 upon the enactment of 2015 Iowa Acts, House File 585. The 2 provisions authorizing these transfers are effective upon 3 enactment. The bill also transfers certain moneys appropriated 4 to the professional licensing and regulation bureau of the 5 department of commerce pursuant to Code section 546.10(3)(b) to 6 the department of human rights for the fiscal year beginning 7 July 1, 2015, and ending June 30, 2016, for deposit in the 8 individual development account state match fund created in Code 9 section 541A.7. 10 FY 2016-2017. The bill also relates to and appropriates 11 moneys to various state departments, agencies, and funds for 12 the fiscal year beginning July 1, 2016, and ending June 30, 13 2017. The bill makes appropriations to state departments and 14 agencies including the department of administrative services, 15 auditor of state, Iowa ethics and campaign disclosure board, 16 department of commerce, offices of governor and lieutenant 17 governor, the governor’s office of drug control policy, 18 department of human rights, department of inspections and 19 appeals, department of management, Iowa public information 20 board, department of revenue, secretary of state, treasurer of 21 state, and Iowa public employees’ retirement system. 22 AUDIT EXPENSES.
