144.13A,
subsection
1,
Code
2015,
is

amended
to
read
as
follows:

The
state
registrar
shall
charge
the
parent
a
fee
of
3
thirty
dollars
for
the
registration
of
a
certificate
of
birth

as
follows:

a.
Beginning
July
1,
2003,
and
ending
June
30,
2005,
a
fee
6
of
fifteen
dollars
.

b.
Beginning
July
1,
2005,
a
fee
of
twenty
dollars.

144.13A,
subsection
4,
paragraph
a,
Code

2015,
is
amended
to
read
as
follows:

a.
Ten
dollars
of
each
registration
fee
is
appropriated
and

shall
be
used
for
primary
and
secondary
child
abuse
prevention

programs
pursuant
to
section
235A.1
,
and
ten
twenty
dollars
of
13
each
registration
fee
is
appropriated
and
shall
be
used
for
the
14
center
for
congenital
and
inherited
disorders
central
registry
15
established
pursuant
to
section
136A.6
,
including
to
provide
16
for
surveillance
of
stillbirths
as
defined
in
section
136A.2
.

Notwithstanding
section
8.33
,
moneys
appropriated
in
this
18
paragraph
that
remain
unencumbered
or
unobligated
at
the
close
19
of
the
fiscal
year
shall
not
revert
but
shall
remain
available
20
for
expenditure
for
the
purposes
designated
until
the
close
21
of
the
succeeding
fiscal
year,
and
shall
not
be
transferred,
22
used,
obligated,
appropriated,
or
otherwise
encumbered
except
23
as
provided
in
this
paragraph.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
increases
the
fee
for
a
certificate
of
birth
from
28
$20
to
$30.
Currently,
$10
of
the
fee
is
appropriated
and
29
used
for
primary
and
secondary
child
abuse
prevention
programs
30
and
$10
is
appropriated
and
used
for
the
center
for
congenital
31
and
inherited
disorders
central
registry.
Under
the
bill,
the
32
additional
$10
is
appropriated
and
used
for
the
center
for
33
congenital
and
inherited
disorders
central
registry,
including
34
to
provide
for
surveillance
of
stillbirths.
