Section
1.
Section
70A.17B,
subsection
1,
Code
2015,
is
1
amended
to
read
as
follows:

1.
The
state
officer
in
charge
of
any
of
the
state
3
payroll
systems
shall
deduct
from
the
wages
or
salaries
of
a
4
state
officer
or
employee
an
amount
specified
by
the
officer
5
or
employee
for
payment
to
an
eligible
qualified
tuition
6
program
in
a
method
consistent
with
current
discretionary
7
payroll
deductions
and
on
forms
prescribed
by
the
payroll
8
administrator.
The
request
for
the
payroll
deduction
shall
be
9
made
by
the
state
officer
or
employee
in
writing
to
the
officer
10
in
charge
of
the
program.
For
purposes
of
this
section
,
an
11
“eligible
qualified
tuition
program”
is
a
program
that
meets
the
12
requirements
of
a
qualified
tuition
program
under
section
529
13
of
the
Internal
Revenue
Code
and
is
either
the
Iowa
educational
14
savings
plan
trust
as
defined
in
section
12D.1,
or
a
program
in
15
which
at
least
five
hundred
state
officers
or
employees
request
16
a
payroll
deduction
and
the
request
for
the
payroll
deduction
17
is
made
by
the
state
officer
or
employee
in
writing
to
the
18
officer
in
charge
of
the
program
.

this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
70A.17B,
providing
for
a
payroll
deduction
for
23
eligible
qualified
tuition
program
contributions,
is
amended
to
24
provide
that
the
requirement
that
at
least
500
state
officers
25
or
employees
request
a
payroll
deduction
does
not
apply
to
the
26
Iowa
educational
savings
plan
trust
as
defined
in
Code
section
27
12D.1.
