S.F. _____ Section 1. CHILD CARE ASSISTANCE PROVIDERS REIMBURSED 1 UNDER THE DEPARTMENT OF HUMAN SERVICES. For the fiscal year 2 beginning July 1, 2015, for child care providers reimbursed 3 under the state child care assistance program, the department 4 shall calculate provider reimbursement rates based on the 5 voluntary quality rating system established pursuant to section 6 237A.30 as follows: 7 1. A provider who has not been rated under the voluntary 8 quality rating system shall be reimbursed at the 85th 9 percentile of the provider reimbursement rates in effect on 10 June 30, 2015. 11 2. A provider who achieves a level 1 rating shall be 12 reimbursed at the 90th percentile of the provider reimbursement 13 rates in effect on June 30, 2015. 14 3. A provider who achieves a level 2 rating shall be 15 reimbursed at the 95th percentile of the provider reimbursement 16 rates in effect on June 30, 2015. 17 4. A provider who achieves a level 3 rating shall 18 be reimbursed at the 100th percentile of the provider 19 reimbursement rates in effect on June 30, 2015. 20 5. A provider who achieves a level 4 rating shall 21 be reimbursed at the 105th percentile of the provider 22 reimbursement rates in effect on June 30, 2015. 23 6. A provider who achieves a level 5 rating shall 24 be reimbursed at the 110th percentile of the provider 25 reimbursement rates in effect on June 30, 2015. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill relates to child care provider reimbursement rates 30 under the state child care assistance program. 31 The bill directs the department of human services to 32 determine child care provider reimbursement rates based upon 33 the voluntary child care quality rating system established in 34 Code section 237A.30 for child care centers, preschools, and 35 -1- LSB 1873XC (5) 86 rh/nh 1/ 2
