Resolution
requesting
the
legislative
council
to

establish
an
interim
study
committee
to
study
local

government
mandates.

WHEREAS,
counties
in
this
state
are
required
by
4
law
to
house
a
variety
of
state
agencies,
including
5
employees
of
the
department
of
human
services
and
the
6
judicial
branch,
and
to
provide
such
agencies
with
7
supplies
while
receiving
little
or
no
reimbursement
8
from
the
state;
and
9
WHEREAS,
the
cost
of
paper
document
storage
required
10
by
the
state
is
a
significant
burden
on
Iowa
counties,
11
and
the
implementation
of
paperless
filing
systems
can
12
encourage
government
efficiency
in
document
storage
and
13
retention;
and
14
WHEREAS,
publishing
costs
of
meeting
records
and
15
legal
notices
pose
a
significant
burden
to
local
16
governments;
and
17
WHEREAS,
the
current
formula
for
local
emergency
18
management
agency
funding
does
not
adequately
address
19
the
needs
of
Iowa’s
more
populous
counties;
NOW
20
THEREFORE,
21
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
22
requests
the
legislative
council
to
authorize
and
23
establish
an
interim
study
committee,
composed
of
24
members
of
the
Senate
and
the
House
of
Representatives,
25
to
commence
meeting
during
the
2015
legislative
26
interim.
The
purpose
of
the
interim
study
committee
27
is
to
study
unfunded
mandates
referred
to
in
this
28

to
receive
and,
if
appropriate,
make

recommendations
to
the
general
assembly
related
to

those
mandates
before
January
1,
2016.
