A
Resolution
urging
Congress
and
the
President
of
1
the
United
States
to
enact
new
legislation
on
the
2
federalization
of
national
guard
forces.
3
WHEREAS,
state
militias,
now
known
as
the
national
4
guard,
have
been
a
bulwark
of
this
nation’s
military
5
defense
system
since
1776;
and
6
WHEREAS,
the
Iowa
National
Guard
is
the
direct
7
descendant
of
the
state
militias
that
served
our
8
country
through
the
Civil
War,
with
the
Iowa
Militia
9
being
designated
in
1877
as
the
Iowa
National
10
Guard;
and
11
WHEREAS,
in
times
of
peace
the
members
of
the
12
Iowa
National
Guard
have
long
provided
relief
and
13
assistance
during
floods,
tornadoes,
blizzards,
and
14
civil
disturbances;
and
15
WHEREAS,
in
times
of
war,
from
Pea
Ridge
to
Iraq
and
16
Afghanistan,
the
soldiers
of
Iowa’s
National
Guard,
17
all
volunteers,
have
stepped
forward
in
defense
of
our
18
state
and
nation;
and
19
WHEREAS,
now
in
the
21st
century
America
relies
on
20
the
citizen-soldiers
of
the
guard
like
never
before,
21
from
providing
cybersecurity
to
piloting
Predator
and
22
Reaper
unmanned
drones,
while
still
providing
the
23
traditional
role
as
“boots
on
the
ground”;
and
24
WHEREAS,
over
the
past
10
years,
national
guard
25
units
have
completed
multiple
deployments
and
upgraded
26
both
skills
and
equipment;
NOW
THEREFORE,

IT
RESOLVED
BY
THE
SENATE,
That
the
Iowa
Senate
1
respectfully
urges
the
Congress
of
the
United
States
2
to
enact
legislation
to
require
prior
congressional
3
approval
of
a
request
made
by
the
President
of
the
4
United
States
for
the
federalization
of
national
guard
5
forces
for
a
period
of
more
than
180
days;
and
6
BE
IT
FURTHER
RESOLVED,
That
an
official
copy
of
7
this
resolution
be
transmitted
to
the
President
of
8
the
United
States,
the
President
and
Secretary
of
the
9
United
States
Senate,
the
Speaker
and
Clerk
of
the
10
United
States
House
of
Representatives,
and
to
members
11
of
the
Iowa
congressional
delegation.
