Senate Resolution 102 - Introduced SENATE RESOLUTION NO. 102 BY CHELGREN , SCHULTZ , CHAPMAN , BREITBACH , FEENSTRA , BEHN , ZAUN , GARRETT , GUTH , and ANDERSON A Resolution condemning the terrorist acts of al Qaeda 1 and the Islamic State of Iraq and Syria. 2 WHEREAS, on September 11, 2001, acts of treacherous 3 violence were committed against the United States and 4 its citizens; and 5 WHEREAS, in light of the threat to the national 6 security and foreign policy of the United States 7 posed by these grave acts of violence committed by al 8 Qaeda members and sympathizers, and such acts continue 9 to pose an unusual and extraordinary threat to the 10 national security and foreign policy of the United 11 States; and 12 WHEREAS, the Islamic State of Iraq and Syria (ISIS) 13 is a terrorist organization responsible for committing 14 barbaric acts against United States citizens and 15 others; and 16 WHEREAS, ISIS continues to hold hostages in blatant 17 contravention of international law; and 18 WHEREAS, ISIS has committed despicable acts of 19 violence against Iraqi Christians, forcing many to flee 20 their ancient homeland; and 21 WHEREAS, ISIS has committed despicable acts of 22 violence against Muslims who do not subscribe to ISIS’s 23 depraved, violent, and oppressive ideology; and 24 WHEREAS, ISIS has threatened to decimate the ancient 25 Yazidi population of Iraq while abducting Yazidi 26 women and children and subjecting them to rape, forced 27 -1- LSB 5547XS (3) 86 aw/rj 1/ 2
S.R. 102 marriage, and slavery; and 1 WHEREAS, ISIS has targeted many other religious 2 and ethnic minority groups, including Turkmen 3 populations; and 4 WHEREAS, individuals affiliated with ISIS have 5 committed heinous and atrocious coordinated attacks 6 against civilians in Sousse, Tunisia, on June 26, 2015, 7 and in Paris, France, on November 13, 2015; and 8 WHEREAS, individuals affiliated with ISIS have 9 committed heinous and atrocious attacks here in the 10 United States, killing or injuring civilians, police 11 officers, and United States Marines in separate attacks 12 in Chattanooga, Tennessee, on July 16, 2015, in San 13 Bernardino, California, on December 2, 2015, and in 14 Philadelphia, Pennsylvania, on January 7, 2016; and 15 WHEREAS, ISIS and its affiliates threaten to 16 conduct other terrorist attacks domestically and 17 internationally; and 18 WHEREAS, such acts render it both necessary and 19 appropriate that the United States exercise its rights 20 to self-defense and to protect United States citizens 21 both at home and abroad; NOW THEREFORE, 22 BE IT RESOLVED BY THE SENATE, That the Iowa Senate 23 respectfully calls on the federal government of the 24 United States to hunt down members and sympathizers of 25 al Qaeda and ISIS, and any of their affiliates, and to 26 do all things necessary to eradicate the threat they 27 pose to the national security and foreign policy of the 28 United States. 29 -2- LSB 5547XS (3) 86 aw/rj 2/ 2
