A
Joint
Resolution
requesting
the
calling
of
a
constitutional

convention
in
order
to
propose
amendments
to
the
2
Constitution
of
the
United
States
to
impose
fiscal

restraints
on
the
federal
government,
limit
the
power
and
4
jurisdiction
of
the
federal
government,
and
limit
the
terms
5
of
office
for
its
officials
and
for
members
of
Congress.

WHEREAS,
the
founders
of
the
Constitution
of
the
United
7
States
empowered
state
legislators
to
be
guardians
of
liberty
8
against
future
abuses
of
power
by
the
federal
government;
and
9
WHEREAS,
the
federal
government
has
created
a
crushing
10
national
debt
through
improper
and
imprudent
spending;
and
11
WHEREAS,
the
federal
government
has
invaded
the
legitimate
12
roles
of
the
states
through
the
manipulative
process
of
federal
13
mandates,
most
of
which
are
unfunded
to
a
great
extent;
and
14
WHEREAS,
the
federal
government
has
ceased
to
live
under
15
a
proper
interpretation
of
the
Constitution
of
the
United
16
States;
and
17
WHEREAS,
it
is
the
solemn
duty
of
the
states
to
protect
18
the
liberty
of
our
people,
particularly
for
the
generations
19
to
come,
by
proposing
amendments
to
the
Constitution
of
the
20
United
States
through
a
convention
of
the
states
under
Article
21
V
of
the
Constitution
for
the
purpose
of
restraining
these
and
22
related
abuses
of
power;
NOW
THEREFORE,

BE
IT
RESOLVED
BY
THE
GENERAL
ASSEMBLY
OF
THE
STATE
OF
IOWA:

That
the
General
Assembly,
as
the
Legislature
of
the
State
1
of
Iowa,
hereby
applies
to
Congress,
under
the
provisions
of
2
Article
V
of
the
Constitution
of
the
United
States,
for
the
3
calling
of
a
convention
of
the
states
limited
to
proposing
4
amendments
to
the
Constitution
that
impose
fiscal
restraints
5
on
the
federal
government,
limit
the
federal
government’s
6
power
and
jurisdiction,
and
limit
the
terms
of
office
for
its
7
officials
and
for
members
of
Congress;
and
8
BE
IT
FURTHER
RESOLVED,
That
the
Secretary
of
State
9
shall
transmit
certified
copies
of
this
Joint
Resolution
10
to
the
President
and
Secretary
of
the
United
States
11
Senate,
the
Speaker
and
Clerk
of
the
United
States
House
of
12
Representatives,
the
presiding
officer
in
each
house
of
the
13
legislature
in
each
of
the
states
in
the
union,
and
to
the
14
members
of
Iowa’s
congressional
delegation
requesting
their
15
cooperation;
and
16
BE
IT
FURTHER
RESOLVED,
That
this
application
constitutes
17
a
continuing
application
in
accordance
with
Article
V
of
the
18
Constitution
of
the
United
States
until
the
legislatures
of
at
19
least
two-thirds
of
the
several
states
have
made
applications
20
on
the
same
subject.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
constitutes
a
petition
requesting
the
25
United
States
Congress
to
call
a
constitutional
convention
in
26
order
to
propose
amendments
to
the
Constitution
of
the
United
27
States
to
impose
fiscal
restraints
on
the
federal
government,
28
limit
the
power
and
jurisdiction
of
the
federal
government,
29
and
limit
terms
of
office
for
its
officials
and
members
of

Congress.

The
joint
resolution
provides
that
it
shall
serve
as
a

continuing
application
to
call
a
constitutional
convention

until
at
least
two-thirds
of
the
legislatures
of
the

states
have

applications
on
the
