Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:

Abortion.
SEC.
26.
The
Constitution
of
the
State
of
Iowa
5
does
not
secure
or
protect
a
fundamental
right
to
abortion.
6
The
people
retain
the
right
through
the
enactment
of
laws
by
7
members
of
the
general
assembly,
subject
to
the
approval
of
the
8
governor,
to
prohibit
or
restrict
or
otherwise
regulate
the
9
performance
of
abortions.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
amendment
11
to
the
Constitution
of
the
State
of
Iowa
is
referred
to
the
12
general
assembly
to
be
chosen
at
the
next
general
election
13
for
members
of
the
general
assembly,
and
the
secretary
of
14
state
is
directed
to
cause
the
same
to
be
published
for
three
15
consecutive
months
previous
to
the
date
of
that
election
as
16
provided
by
law.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
21
Constitution
of
the
State
of
Iowa
specifying
that
the
22
Constitution
of
the
State
of
Iowa
does
not
secure
or
protect
23
a
fundamental
right
to
abortion
and
that
the
people
retain
24
the
right
through
the
enactment
of
laws
by
members
of
the
25
general
assembly,
subject
to
the
approval
of
the
governor,
to
26
prohibit
or
restrict
or
otherwise
regulate
the
performance
of
27
abortions.

The
joint
resolution,
if
adopted,
would
be
referred
to
the
29
next
general
assembly
for
adoption
a
second
time
before
being
30
submitted
to
the
electorate
for
ratification.
