S.F. 98 Section 1. NEW SECTION . 99F.4E Moratorium for issuance of 1 licenses for gambling games. 2 1. Commencing January 1, 2015, the commission shall not 3 issue a license to conduct gambling games on an excursion 4 gambling boat, gambling structure, or at a pari-mutuel 5 racetrack pursuant to this chapter. 6 2. This section does not affect the validity of a license 7 issued by the commission pursuant to this chapter before 8 January 1, 2015, or the authority of the commission to suspend, 9 revoke, transfer, or renew a license issued before January 1, 10 2015, pursuant to chapter 99D or this chapter. 11 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 12 immediate importance, takes effect upon enactment. 13 Sec. 3. RETROACTIVE APPLICABILITY. This Act applies 14 retroactively to January 1, 2015. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill establishes a moratorium preventing the racing 19 and gaming commission from issuing a new license to conduct 20 gambling games on an excursion gambling boat, gambling 21 structure, or at a pari-mutuel racetrack on and after 22 January 1, 2015.
