REPEAL.
Chapter
105,
Code
2015,
is
repealed.

Sec.
8.
DISPOSITION
OF
LICENSING
FEES.
All
licensing
fees
2
collected
under
chapter
105
shall
be
prorated
to
June
30,
2015,
3
and
that
portion
of
the
licensing
fee
that
represents
the
4
remaining
period
of
the
license,
following
June
30,
2015,
shall
5
be
returned
to
the
licensee.

EXPLANATION
7
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
repeals
the
Iowa
plumber,
mechanical
professional,
10
and
contractor
licensing
Act.
This
repeal
also
eliminates
11
language
in
Code
section
105.17
that
provides
that
Code
12
chapter
105
supersedes
and
preempts
all
plumbing,
mechanical,
13
HVAC-refrigeration,
sheet
metal,
hydronic,
and
contracting
14
licensing
provisions
of
cities
and
counties.
15
The
bill
provides
that
all
licensing
fees
collected
shall
16
be
prorated
to
June
30,
2015,
and
that
the
portion
of
the
17
licensing
fee
that
represents
the
remaining
period
of
the
18
license,
following
June
30,
2015,
shall
be
returned
to
the
19
licensee.
