1.
Section
261.17,
subsections
1,
2,
and
5,
Code
1
2015,
are
amended
to
read
as
follows:

1.
A
vocational-technical
tuition
grant
may
be
awarded
to
3
any
resident
of
Iowa
who
is
admitted
and
in
attendance
as
a
4
full-time
or
part-time
student
in
a
vocational-technical
or
5
career
option
program
at
a
community
college
an
eligible
school
6
in
the
state,
and
who
establishes
financial
need.
For
purposes
7
of
this
section,
“eligible
school”
means
a
community
college
as
8
established
under
chapter
260C
or
an
eligible
school
as
defined
9
in
section
261.61,
subsection
9.
10
2.
All
classes,
including
liberal
arts
classes,
identified
11
by
the
community
college
eligible
school
as
required
for
12
completion
of
the
student’s
vocational-technical
or
career
13
option
program
or
courses
required
for
completion
of
a
14
course
of
study
required
for
licensure
as
provided
in
15
section
157.10
or
158.8
shall
be
considered
a
part
of
the
16
student’s
vocational-technical
or
career
option
program
for
17
the
purpose
of
determining
the
student’s
eligibility
for
a
18
grant.
Notwithstanding
subsection
3
,
if
a
student
is
making
19
satisfactory
academic
progress
but
the
student
cannot
complete
20
a
vocational-technical
or
career
option
program
in
the
time
21
frame
allowed
for
a
student
to
receive
a
vocational-technical
22
tuition
grant
as
provided
in
subsection
3
because
additional
23
classes
are
required
to
complete
the
program,
the
student
may
24
continue
to
receive
a
vocational-technical
tuition
grant
for
25
not
more
than
one
additional
enrollment
period.

5.
A
vocational-technical
tuition
grant
shall
be
awarded
27
on
an
annual
basis,
requiring
reapplication
by
the
student
for
28
each
year.
Payments
under
the
grant
shall
be
allocated
equally
29
among
the
semesters
or
quarters
of
the
year
upon
certification
30
by
the
institution
eligible
school
that
the
student
is
in
31
full-time
or
part-time
attendance
in
a
vocational-technical
or
32
career
option
program,
as
defined
under
rules
of
the
department
33
of
education.
If
the
student
discontinues
attendance
before
34
the
end
of
any
term
after
receiving
payment
of
the
grant,
the

entire
amount
of
any
refund
due
that
student,
up
to
the
amount
1
of
any
payments
made
under
the
annual
grant,
shall
be
paid
by

the
institution
to
the
state.

application
forms
for
distribution
to
students
by

high
schools
and
community
colleges
eligible
schools
.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
allows
a
student
who
receives
a
11
vocational-technical
tuition
grant
to
use
the
grant
at
12
a
barber
school
or
a
school
of
cosmetology
arts
and
sciences
13
that
meets
the
requirements
established
under
the
bill,
or
at
a
14
community
college.
Currently,
such
a
grant
can
be
used
only
15
at
a
community
college.
16
The
requirements
for
a
barber
school
or
a
school
of
17
cosmetology
arts
and
sciences
include
being
accredited
by
a
18
national
accrediting
agency
recognized
by
the
United
States
19
department
of
education
and
meeting
the
criteria
established
20
for
accredited
postsecondary
institutions
in
Code
section
21
261.9,
subsection
1,
paragraphs
“d”
through
“g”.
