S.F. 74 Section 1. Section 237A.13, subsection 7, paragraphs c and 1 d, Code 2015, are amended to read as follows: 2 c. Families with an income of more than one hundred percent 3 but not more than one hundred forty-five percent of the federal 4 poverty level whose members, for at least twenty-eight hours 5 per week in the aggregate, are employed or are participating 6 at a satisfactory level in an approved training program or 7 educational program. 8 d. Families with an income at or below two hundred percent 9 of the federal poverty level whose members are employed at 10 least twenty-eight hours per week with a special needs child as 11 a member of the family. 12 d. Families with an income of more than one hundred 13 percent but not more than two hundred percent of the federal 14 poverty level whose members, for at least twenty-eight hours 15 per week in the aggregate, are employed or are participating 16 at a satisfactory level in an approved training program or 17 educational program. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill amends Code section 237A.13 relating to 22 eligibility and waiting list priorities and guidelines under 23 the state child care assistance program. 24 Under current law, families with an income of more than 100 25 percent but not more than 145 percent of the federal poverty 26 level who are, for at least 28 hours per week in the aggregate, 27 employed or are participating at a satisfactory level in an 28 approved training program or educational program receive wait 29 list priority over families with an income level at or below 30 200 percent of the federal poverty level whose members are 31 employed at least 28 hours per week with a special needs child. 32 The bill gives eligible families with a special needs child 33 wait list priority over eligible families who are employed or 34 participating in an approved training or educational program, 35 -1- LSB 1085XS (2) 86 rh/nh 1/ 2
