S.F. 61 Section 1. Section 15E.321, subsection 4, Code 2015, is 1 amended to read as follows: 2 4. Each district shall be governed by a seven-member board 3 consisting of seven members appointed by the convention and 4 visitors bureau filing the application pursuant to subsection 5 2 . At least three members of the board shall consist of city 6 council members of any cities located in the district. Each 7 board shall be responsible for administering programs projects 8 designed to promote the activities enumerated regional sports 9 authority district events described in subsection 3 . 10 Sec. 2. Section 15E.321, Code 2015, is amended by adding the 11 following new subsection: 12 NEW SUBSECTION . 5. The authority shall use moneys provided 13 from the sports program fund to operate this program. 14 Sec. 3. NEW SECTION . 15E.322 Sports tourism program. 15 1. For purposes of this section and section 15E.323, “board” 16 means the vision Iowa board established in section 15F.102. 17 2. The authority shall establish and administer a sports 18 tourism program to provide financial assistance for projects 19 that promote professional and accredited college and university 20 sporting events in the state. 21 3. a. A convention and visitors bureau may apply to the 22 authority for a grant for a project that actively promotes 23 professional and accredited college and university sporting 24 events in the area served by the convention and visitors 25 bureau. 26 b. A convention and visitors bureau may apply for and 27 receive grants for more than one project. 28 c. A convention and visitors bureau may apply for a 29 multiyear grant or may apply for renewal of an annual grant if 30 certain metrics and return on investment estimates, as set by 31 the board by rule, are met. 32 d. A convention and visitors bureau may apply to the 33 board for financial assistance pursuant to this section and 34 a district’s convention and visitors bureau may apply to 35 -1- LSB 1056XS (1) 86 ad/sc 1/ 5
S.F. 61 the authority for financial assistance pursuant to section 1 15E.321, but shall not receive financial assistance under both 2 provisions for the same event. 3 4. a. The authority shall forward all applications received 4 pursuant to this section to the board, and the board shall 5 review the applications and award grants on a competitive 6 basis. 7 b. The board shall consider the following when awarding 8 grants: 9 (1) Impact of the project on the local and state economy. 10 (2) Novelty and quality of a project. 11 (3) Project size and scope. 12 (4) Financial need of the applicant. 13 (5) Ratio of public-to-private investment. 14 (6) Potential to attract Iowans and out-of-state visitors. 15 (7) Amount of positive advertising or media coverage the 16 project generates. 17 5. An applicant is not required to demonstrate matching 18 funds in order to receive financial assistance pursuant to this 19 section. 20 6. The board shall not award to any individual project more 21 than one-third of the annual appropriation made to the sports 22 program fund for the sports tourism program. 23 7. A convention and visitors bureau may use funds received 24 under the program for marketing, hiring of temporary employees, 25 promotions, infrastructure, and other purposes to promote the 26 sporting event. The convention and visitors bureau may not use 27 funds received under the program as reimbursement for completed 28 projects. 29 8. A convention and visitors bureau receiving a grant shall 30 provide an annual report to the authority for years in which it 31 receives financial assistance under this section. The report 32 shall include the information the authority deems relevant. 33 Sec. 4. NEW SECTION . 15E.323 Sports program fund. 34 1. A sports program fund is created in the state treasury 35 -2- LSB 1056XS (1) 86 ad/sc 2/ 5
S.F. 61 under the control of the authority and consisting of moneys 1 appropriated by the general assembly and any other moneys 2 available to and obtained or accepted by the authority for 3 placement in the fund. 4 2. Moneys credited to the fund are appropriated to the 5 authority for purposes of providing financial assistance to 6 the regional sports authority districts certified pursuant 7 to section 15E.321 and to provide grants, as awarded by the 8 board, under the sports tourism program established in section 9 15E.322. 10 3. Not more than one percent of the moneys deposited in the 11 fund on July 1 of a fiscal year is allocated to the authority 12 for the purposes of administering the regional sports authority 13 program and the sports tourism program. 14 4. Moneys in the fund are not subject to section 8.33. 15 Notwithstanding section 12C.7, subsection 2, interest or 16 earnings on moneys in the fund shall be credited to the fund. 17 Sec. 5. Section 15F.103, Code 2015, is amended by adding the 18 following new subsection: 19 NEW SUBSECTION . 5. Review applications and award grants 20 pursuant to the sports tourism program. 21 Sec. 6. REGIONAL SPORTS AUTHORITY AND SPORTS TOURISM 22 APPROPRIATION. There is appropriated from the rebuild Iowa 23 infrastructure fund to the economic development authority for 24 the fiscal year beginning July 1, 2015, and ending June 30, 25 2016, the following amount, or so much thereof as is necessary, 26 to be used for the purposes designated: 27 For deposit in the sports program fund for the sports tourism 28 program, notwithstanding section 8.57, subsection 5, paragraph 29 “c”: 30 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 9,500,000 31 For deposit in the sports program fund for equal 32 distribution to regional sports authority districts certified 33 by the economic development authority pursuant to section 34 15E.321, notwithstanding section 8.57, subsection 5, paragraph 35 -3- LSB 1056XS (1) 86 ad/sc 3/ 5
S.F. 61 “c”: 1 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill modifies the regional sports authority district 6 program, creates a sports tourism program, creates a sports 7 program fund, and makes an appropriation. 8 The bill creates a sports program fund under the control 9 of the economic development authority (EDA) to provide grants 10 under the regional sports authority districts program in 11 current Code section 15E.321 and the sports tourism program 12 in new Code section 15E.322. The bill limits the EDA’s 13 administrative fee to 1 percent of the moneys deposited in the 14 fund on July 1 of a fiscal year. 15 The bill requires the EDA to establish and administer a 16 sports tourism program to provide financial assistance for 17 projects that promote professional and collegiate sporting 18 events in Iowa. A convention and visitors bureau can apply 19 to the EDA for such an event and the vision Iowa board will 20 receive and review those applications and award grants on a 21 competitive basis. A convention and visitors bureau may use 22 grant funds for marketing, hiring of temporary employees, 23 promotions, infrastructure, and other purposes to promote 24 the event. A convention and visitors bureau may apply for a 25 multiyear grant and may receive renewal of an annual grant if 26 certain conditions are met as set by the vision Iowa board. A 27 convention and visitors bureau may apply for and receive grants 28 for more than one project. The vision Iowa board may not award 29 more than one-third of the annual appropriation made to the 30 sports program fund for the sports tourism program for any 31 individual project. A convention and visitors bureau receiving 32 a grant shall provide an annual report to the EDA for years in 33 which it received financial assistance. 34 The bill includes a $9.5 million appropriation from the 35 -4- LSB 1056XS (1) 86 ad/sc 4/ 5
S.F. 61 rebuild Iowa infrastructure fund to the EDA for FY 2015-2016 1 for deposit in the sports program fund for the sports tourism 2 program.
