APPLICABILITY.
This
Act
applies
to
school
budget
9
years
beginning
on
or
after
July
1,
2016.

EXPLANATION
11
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
12
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
dropout
prevention
programs
by
14
modifying
certain
definitions
and
modifying
the
purposes
for
15
which
dropout
prevention
funding
may
be
used.

Under
current
law,
school
districts
may
request
to
use
17
a
modified
supplemental
amount
for
programs
for
returning
18
dropouts
and
dropout
prevention.
The
budget
of
an
approved
19
program
for
returning
dropouts
and
dropout
prevention
for
20
a
school
district,
after
subtracting
funds
received
from
21
other
sources
for
that
purpose,
shall
be
funded
annually
22
on
a
basis
of
one-fourth
or
more
from
the
district
cost
23
of
the
school
district
and
up
to
three-fourths
through
24
establishment
of
a
modified
supplemental
amount.
Code
25
section
257.39(2)
defines
“potential
dropouts”
as
resident
26
pupils
who
are
enrolled
in
a
public
or
nonpublic
school
who
27
demonstrate
poor
school
adjustment
as
indicated
by
two
or
more
28
specified
characteristics.
The
bill
adds
children
toward
whom
29
harassment
or
bullying
is
directed
to
that
list
of
specified
30
characteristics.

section
257.41
specifies
the
appropriate
uses
of

the
returning
dropout
and
dropout
prevention
program
funding

provided
to
school
districts
for
an
approved
dropout
prevention

program.
The
bill
