Section
1.
Section
331.655,
Code
2015,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
5.
The
Iowa
state
sheriffs’
and
deputies’
3
association
shall,
no
later
than
December
1,
2016,
and
every
4
six
years
thereafter,
submit
to
the
chairpersons
and
ranking
5
members
of
the
standing
committees
on
ways
and
means
and
to
the
6
legislative
services
agency
a
report
that
details,
based
on
at
7
least
one
year’s
data
from
a
random
sampling
of
at
least
ten
8
rural
counties
and
at
least
six
urban
counties
as
determined
by
9
the
association,
the
total
annual
county
budget
allocation
to
10
the
sheriff
to
fulfill
those
duties
for
which
the
sheriff
is
11
required
to
collect
a
fee
under
subsection
1,
the
average
cost
12
per
service,
summons,
execution,
or
other
activity
by
activity
13
category,
the
revenue
generated
by
collection
of
those
fees
14
by
category,
and
the
associated
impact
on
property
taxes
for
15
each
county
to
fulfill
those
duties
for
which
the
sheriff
is
16
required
to
collect
a
fee
under
subsection
1.
The
standing
17
committees
on
ways
and
means
shall
review
the
report
during
18
the
next
succeeding
legislative
session
and
the
committees
may
19
sponsor
and
submit
legislative
bills
for
consideration
by
the
20
general
assembly
to
adjust
the
fees
collected
by
the
sheriff
21
pursuant
to
subsection
1.
For
the
purposes
of
this
paragraph,
22
the
term
“category”
means
each
separate
activity
for
which
the
23
sheriff
is
required
to
collect
a
fee
under
subsection
1.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
that
the
Iowa
state
sheriffs’
and
28
deputies’
association
submit
reports
to
the
chairpersons
29
and
ranking
members
of
the
standing
committees
on
ways
and
30
means
and
to
the
legislative
services
agency
that
provide
31
information,
as
detailed
in
the
bill,
on
costs
and
fiscal
32
impacts
related
to
the
performance
of
civil
duties
by
county
33
sheriffs.
The
first
report
is
required
to
be
submitted
no
34
later
than
December
1,
2016,
and
the
association
is
required

reports
every

years

The

bill
further
requires
that
the
standing
committees

report
