Section
1.
Section
272.9,
Code
2015,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION

a.
The
instructional
strategist
I,
3
instructional
strategist
II,
or
either
of
the
kindergarten
4
through
grade
twelve
mildly
disabled
endorsements
issued
under
5
282
IAC
14.2(2-7),
to
practitioners
on
or
before
July
1,
2017,
6
shall
continue
in
force
after
July
1,
2017,
and
a
practitioner
7
who
continues
to
meet
the
conditions
for
practitioner
licensure
8
under
this
chapter
shall
be
permitted
to
perform
the
same
9
duties
and
functions
as
the
practitioner
was
entitled
to
10
perform
with
the
endorsement
issued
under
282
IAC
14.2(2-7),
11
effective
on
July
1,
2017.

b.
If
a
practitioner
who
holds
an
endorsement
described
13
in
paragraph
“a”
meets
the
requirements
for
a
kindergarten
14
through
grade
twelve
endorsement
or
for
a
special
education
15
specializations
endorsement
under
the
rules
effective
on
or
16
after
July
1,
2019,
the
practitioner
shall
be
permitted
to
17
convert
the
endorsement
described
in
paragraph
“a”
to
the
new
18
endorsement
without
payment
of
a
fee.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
for
the
continuation
in
force
after
July
23
1,
2017,
of
certain
special
education
endorsements
issued
by
24
the
board
of
educational
examiners
to
practitioners
on
or
25
before
July
1,
2017.

The
board
has
submitted
to
the
administrative
rules
review
27
committee
notice
of
intended
action
to
eliminate
four
types
of
28
special
education
endorsements
on
July
1,
2019:
instructional
29
strategist
I,
instructional
strategist
II
(including
behavior
30
disorders
and
learning
disabilities,
intellectual
disabilities,
31
and
physical
disabilities),
K-8
mildly
disabled,
and
5-12
32
mildly
disabled.
In
their
place,
under
the
notice
of
intended
33
action,
are
the
K-12
special
education
endorsement
and
the
34
special
education
specializations
endorsement.

The
bill
provides
that
a
practitioner
who
holds
such
1
an
endorsement
and
continues
to
meet
the
conditions
for
a
2
practitioner
licensure
shall
be
permitted
to
perform
the
same
3
duties
and
functions
after
July
1,
2017,
as
the
practitioner
4
was
entitled
to
perform
with
the
endorsement
held
on
July
1,
5
2017.
A
practitioner
who
applies
for
an
endorsement
after
July
6
1,
2017,
may
apply
for
any
of
the
six
endorsements
available
on
7
that
date,
but
the
validity
of
the
expiring
endorsements
would
8
not
extend
beyond
June
30,
2019.

The
bill
also
allows
the
practitioner
to
convert
an
10
endorsement
issued
under
the
prior
rules
to
an
endorsement
11
issued
on
or
after
July
1,
2019,
without
fee
if
the
12
practitioner
meets
the
requirements
for
the
new
endorsement.
