Section
1.
Section
20.5,
subsection
1,
paragraph
a,
Code
1
2015,
is
amended
to
read
as
follows:
2
a.
The
board
shall
consist
of
three
members
appointed
3
by
the
governor,
subject
to
confirmation
by
the
senate.
In
4
selecting
the
members
of
the
board,
consideration
shall
be
5
given
to
their
knowledge,
ability,
and
experience
in
the
field
6
of
labor-management
relations.
No
more
than
two
members
one
7
member
shall
be
of
the
same
political
party
affiliation,
no
8
and
of
the
three
members
of
the
board,
two
shall
be
registered
9
as
a
member
of
a
political
party,
as
defined
in
section
43.2,
10
that
has
one
of
the
two
highest
numbers
of
registered
voters
11
in
this
state
as
of
the
date
of
appointment
and
one
member
12
shall
be
registered
as
no
party.
No
member
shall
engage
in
any
13
political
activity
while
holding
office
and
the
members
shall
14
devote
full
time
to
their
duties.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
17
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
no
more
than
one
member
of
the
three
19
member
public
employment
relations
board
shall
be
of
the
same
20
political
party.
In
addition,
of
the
three
members
of
the
21
board,
two
shall
be
registered
as
a
member
of
a
political
party
22
that
has
one
of
the
highest
numbers
of
registered
voters
in
23
this
state
and
one
member
shall
be
registered
as
no
party.
