S.F. 311 Section 1. Section 257.17, Code 2015, is amended to read as 1 follows: 2 257.17 Aid reduction for early school starts. 3 1. State aid payments made pursuant to section 257.16 for 4 a fiscal year shall be reduced by one one-hundred-eightieth 5 for each day of that fiscal year for which the school district 6 begins school before the earliest starting school start date 7 specified in section 279.10, subsection 1 . However, this 8 2. This section does not apply to a school district that 9 has received approval from the director of the department of 10 education under section 279.10, subsection 4 , to commence 11 classes for regularly established elementary and secondary 12 schools in advance of the starting earliest school start 13 date established in section 279.10, subsection 1 , or to a 14 school district or to a school district attendance center 15 that maintains a year around, three-semester, or the quarter 16 equivalent, school calendar under section 279.10, subsection 5 . 17 3. For a school district in which one or more attendance 18 centers maintain a school calendar as provided in section 19 279.10, subsection 5, the department of management shall 20 prorate the reduction made pursuant to subsection 1 to account 21 only for the district’s attendance centers that are not exempt 22 from the aid reduction requirements of this section. 23 Sec. 2. Section 279.10, Code 2015, is amended by adding the 24 following new subsection: 25 NEW SUBSECTION . 5. A school district or school district 26 attendance center that maintains a year around, three-semester, 27 or the quarter equivalent, school calendar is exempt from the 28 school start date limitation established in subsection 1. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 This bill exempts a school district or school district 33 attendance center from the school start date limitation 34 established in Code section 279.10(1) if the school district or 35 -1- LSB 2349XS (4) 86 kh/rj 1/ 2
