Section
1.
IOWA
ANHYDROUS
AMMONIA
TASK
FORCE.
1
1.
An
anhydrous
ammonia
task
force
is
created
within
the
2
department
of
agriculture
and
land
stewardship.
The
task
force
3
shall
study
the
development
and
implementation
of
solutions
4
related
to
the
use
and
regulation
of
anhydrous
ammonia
and
5
associated
innovations
related
to
nutrient
management.

2.
The
task
force
shall
be
composed
of
members
appointed
7
by
the
secretary
of
agriculture
from
interested
stakeholders,
8
including
but
not
limited
to
persons
engaged
in
the
business
of
9
storing,
transporting,
or
applying
anhydrous
ammonia
on
crop
10
fields.
The
secretary
of
agriculture
shall
chair
the
task
11
force
as
a
nonvoting
member.

3.
Members
of
the
task
force
shall
not
receive
a
per
diem,
13
shall
not
be
reimbursed
for
actual
and
necessary
expenses
while
14
in
attendance
at
any
meeting,
and
shall
not
be
reimbursed
for
15
travel
expenses.

4.
a.
The
task
force
shall
submit
a
report
regarding
its
17
findings,
recommendations,
and
any
proposed
legislation
to
the
18
governor
and
the
general
assembly
not
later
than
January
13,
19
2017.

b.
The
task
force
is
abolished
on
January
31,
2017.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
22
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
24
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
creates
an
anhydrous
ammonia
task
force
within
27
the
department
of
agriculture
and
land
stewardship.
The
task
28
force
is
charged
to
study
the
development
and
implementation
29
of
solutions
related
to
the
use
and
regulation
of
anhydrous
30
ammonia
and
associated
innovations
related
to
nutrient
31
management.
The
task
force
is
to
be
composed
of
persons
32
interested
in
these
issues,
including
persons
engaged
in
33
storing,
transporting,
or
applying
anhydrous
ammonia.
The
34
members
are
to
be
appointed
by
the
secretary
of
agriculture,

a
