RECORDINGS.
The
2
legislative
council
is
requested
to
establish
an
interim
3
committee,
composed
of
legislator
members
of
both
political
4
parties
from
both
houses
of
the
general
assembly,
to
meet
5
during
the
2016
interim
to
discuss
issues
relating
to
the
use,
6
storage,
retention,
public
inspection,
and
confidentiality
of
7
law
enforcement
investigative
reports
and
specific
portions
8
of
electronic
mail
and
telephone
billing
records
of
law
9
enforcement
agencies
if
part
of
an
ongoing
investigation
10
and
including
law
enforcement
body
camera
video
and
audio
11
recordings.
The
committee
is
directed
to
submit
its
findings
12
and
recommendations
in
a
report
to
the
general
assembly
by
13
December
15,
2016.

IOWA’S
OPEN
RECORDS
LAW.
The
legislative
council
16
is
requested
to
establish
a
legislative
interim
committee
17
to
meet
during
the
2016
interim
to
study
and
discuss
issues
18
relating
to
the
statutory
designation
of
certain
public
19
records
as
confidential
records
under
chapter
22
(Iowa’s
open
20
records
law).
The
committee
shall
work
to
develop
a
clear
21
statutory
categorization
of
the
terms
“government
records”,
22
“public
records”,
and
“confidential
records”
to
facilitate
the
23
assignment
of
particular
government
records
to
each
category,
24
and
to
provide
a
framework
to
better
inform
and
provide
25
guidance
to
public
record
custodians
relating
to
their
rights
26
and
responsibilities
under
chapter
22.
In
conducting
the
study
27
and
developing
recommendations,
the
committee
shall
consider
28
testimony
from
interested
stakeholders,
including
but
not
29
limited
to
representatives
from
the
attorney
general’s
office,
30
the
Iowa
public
information
board,
the
Iowa
state
association
31
of
counties,
the
Iowa
league
of
cities,
and
state
and
local
32
government
agencies.
The
committee
shall
submit
its
findings
33
and
recommendations
to
the
general
assembly
by
December
31,
