give
public
input
at

council
meetings,
provided
the
entity
has
an
interest
in
the

coordinated
management
of
land
resources,
soil
conservation,

flood
mitigation,
or
water
quality.
The
secretary
shall
also

invite
and
solicit
advice
from
the
following:

The

council
shall
also
include
four
members
of
the
general

assembly
who
shall
serve
as
ex
officio,
nonvoting
members.
The

legislative
members
shall
be
appointed
as
follows:

a.
Two
members
of
the
senate,
one
of
whom
shall
be
appointed
24
by
the
majority
leader
of
the
senate
and
one
of
whom
shall
be
25
appointed
by
the
minority
leader
of
the
senate.
26
b.
Two
members
of
the
house
of
representatives,
one
of
whom
27
shall
be
appointed
by
the
speaker
of
the
house
and
one
of
whom
28
shall
be
appointed
by
the
minority
leader
of
the
house.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
adds
two
members
of
the
senate
and
two
members
of

the
house
of
representatives
to
serve
as
ex
officio,
nonvoting

members
on
the
water
resources
coordinating
council.
The

council
is
to
preserve
and
protect
Iowa’s
water

resources,
and
to
coordinate
the
management
of
those
resources

in
a
sustainable
and
fiscally
responsible
manner
