S.F. 2180 Section 1. Section 466B.3, subsection 4, Code 2016, is 1 amended to read as follows: 2 4. Membership —— voting members . The council shall consist 3 of the following voting members: 4 a. The director of the department of natural resources or 5 the director’s designee. 6 b. The director of the division of soil conservation and 7 water quality within the department of agriculture and land 8 stewardship or the director’s designee. 9 c. The director of the department of public health or the 10 director’s designee. 11 d. The director of the department of homeland security and 12 emergency management or the director’s designee. 13 e. The dean of the college of agriculture and life sciences 14 at Iowa state university or the dean’s designee. 15 f. The dean of the college of public health at the 16 university of Iowa or the dean’s designee. 17 g. The dean of the college of natural sciences at the 18 university of northern Iowa or the dean’s designee. 19 h. The director of transportation or the director’s 20 designee. 21 i. The director of the economic development authority or the 22 director’s designee. 23 j. The executive director of the Iowa finance authority or 24 the executive director’s designee. 25 k. The secretary of agriculture, who shall be the 26 chairperson, or the secretary’s designee. As the chairperson, 27 and in order to further the coordination efforts of the 28 council, the secretary may invite representatives from 29 any other public agency, private organization, business, 30 citizen group, or nonprofit entity to give public input at 31 council meetings, provided the entity has an interest in the 32 coordinated management of land resources, soil conservation, 33 flood mitigation, or water quality. S.F. 2180 (1) The director of the Iowa water science center of the 1 United States geological survey or the director’s designee. 2 (2) The state conservationist from the Iowa office of the 3 United States department of agriculture’s natural resources 4 conservation service or the state conservationist’s designee. 5 (3) The executive director for Iowa from the United States 6 department of agriculture’s farm services agency or the 7 executive director’s designee. 8 (4) The state director for Iowa from the United States 9 department of agriculture’s office of rural development or the 10 state director’s designee. 11 (5) The director of region seven of the United States 12 environmental protection agency or the director’s designee. 13 (6) The corps commander from the United States army corps of 14 engineers’ Rock Island district or the commander’s designee. 15 l. The dean of the college of engineering at the university 16 of Iowa or the dean’s designee. 17 Sec. 2. Section 466B.3, Code 2016, is amended by adding the 18 following new subsection: 19 NEW SUBSECTION . 4A. Membership —— legislative members. The 20 council shall also include four members of the general 21 assembly who shall serve as ex officio, nonvoting members. The 22 legislative members shall be appointed as follows: 23 a. Two members of the senate, one of whom shall be appointed 24 by the majority leader of the senate and one of whom shall be 25 appointed by the minority leader of the senate. 26 b. Two members of the house of representatives, one of whom 27 shall be appointed by the speaker of the house and one of whom 28 shall be appointed by the minority leader of the house. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 This bill adds two members of the senate and two members of 33 the house of representatives to serve as ex officio, nonvoting 34 members on the water resources coordinating council.
