S.F. 2082 Section 1. NEW SECTION . 80.45 Office to combat human 1 trafficking. 2 1. An office to combat human trafficking is established 3 within the department. The purpose of the office is to oversee 4 and coordinate efforts to combat human trafficking in this 5 state. 6 2. The commissioner shall appoint a coordinator to staff 7 the office. Additional staff may be hired, subject to the 8 availability of funding. 9 3. The office shall do all of the following: 10 a. Serve as a point of contact for anti-human trafficking 11 activity in this state. 12 b. Consult with and work jointly with other governmental 13 agencies and nongovernmental or community organizations that 14 have expertise in the areas of human trafficking prevention, 15 victim protection and assistance, law enforcement, and 16 prosecution for the purpose of combatting human trafficking in 17 this state. 18 c. Develop a strategy to collect and maintain criminal 19 history data on incidents related to human trafficking. 20 d. Develop a strategy for sharing victim and offender data 21 among governmental agencies. 22 e. Apply for or assist other governmental agencies, as 23 assistance is needed, to apply for grants to support human 24 trafficking enforcement, prosecutions, trainings, and victim 25 services. 26 f. Research and recommend trainings to assist governmental 27 agencies to identify and respond appropriately to human 28 trafficking victims. 29 g. Take other steps necessary to advance the purposes of the 30 office. 31 4. For purposes of this section, “human trafficking” means 32 the same as defined in section 710A.1. 33 EXPLANATION 34 The inclusion of this explanation does not constitute agreement with 35 -1- LSB 5128SS (2) 86 jh/rj 1/ 2
S.F. 2082 the explanation’s substance by the members of the general assembly. 1 This bill establishes an office within the department of 2 public safety to oversee and coordinate efforts to combat human 3 trafficking in this state. 4 The bill directs the commissioner of public safety to 5 appoint a coordinator to staff the office. Additional staff 6 may be hired, subject to the availability of funding. 7 The bill provides that the office shall serve as a point 8 of contact for anti-human trafficking activity in Iowa. The 9 office shall also consult with and work jointly with other 10 governmental agencies and nongovernmental or community 11 organizations that have expertise in the areas of human 12 trafficking prevention, victim protection and assistance, law 13 enforcement, and prosecution to combat human trafficking in 14 the state.
