The
general
assembly
finds
all
of
the
following:

a.
That
Leland
Stanford
junior
university
marching
band’s

performance
during
the
2016
rose
bowl
football
game
halftime
4
offended
Iowa’s
citizens
in
general
and
university
of
Iowa
fans
5
in
particular.

b.
That
Stanford
university
otherwise
banned
the
marching
7
band
from
traveling
with
any
Stanford
athletic
team
to
perform
8
at
away
athletic
events
during
the
2015-2016
academic
year,
9
including
postseason
games,
after
officials
found
incidents
of
10
alcohol
and
drug
use,
hazing,
and
sexual
harassment.

c.
That
Stanford
university
officials
displayed
a
lack
of
12
judgment
in
authorizing
the
marching
band’s
performance
during
13
the
2016
rose
bowl
game.

2.
The
state
board
of
regents
shall
prohibit
any
future
15
collaboration
or
cooperation
between
the
institutions
of
16
higher
learning
governed
by
the
board
and
Stanford
university,
17
excluding
sporting
events,
until
Stanford
university
officials
18
publicly
apologize
to
Iowa’s
citizens
and
to
the
university
of
19
Iowa
for
the
unsporting
behavior
of
the
Leland
Stanford
junior
20
university
marching
band.

Collaborations
and
contracts
in
effect
on
or
before
the
22
effective
date
of
this
Act,
between
any
institution
of
higher
23
learning
governed
by
the
state
board
of
regents
and
Stanford
24
university
are
exempt
from
the
requirements
of
subsection
2.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
26
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
29
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
legislative
findings
relating
to
31
Stanford
university
and
its
marching
band,
and
prohibits
32
certain
future
collaboration
and
cooperation
between
Stanford
33
university
and
the
universities
governed
by
the
state
board
of

regents.
