Section
1.
Section
123.39,
subsection
2,
Code
2015,
is
1
amended
to
read
as
follows:

2.
Local
authorities
may
suspend
any
retail
wine
or
3
beer
permit
or
liquor
control
license
for
a
violation
of
4
any
ordinance
or
regulation
adopted
by
the
local
authority.
5
Local
authorities
may
adopt
ordinances
or
regulations
for
the
6
location
of
the
premises
of
retail
wine
or
beer
and
liquor
7
control
licensed
establishments
and
local
authorities
may
adopt
8
ordinances,
not
in
conflict
with
this
chapter
and
that
do
9
not
diminish
the
hours
during
which
beer,
wine,
or
alcoholic
10
beverages
may
be
sold
or
consumed
at
retail,
governing
any
11
other
activities
or
matters
which
may
affect
the
retail
sale
12
and
consumption
of
beer,
wine,
and
alcoholic
liquor
and
the
13
health,
welfare
and
morals
of
the
community
involved.
However,
14
local
authorities
shall
not
adopt
ordinances
or
regulations
15
restricting
access
to
the
premises
of
any
wine
or
beer
and
16
liquor
control
licensed
establishment
to
any
person
nineteen
17
years
of
age
or
older.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
a
city
or
county
shall
not
adopt
any
22
ordinance
or
regulation
restricting
access
to
the
premises
of
23
any
wine
or
beer
and
liquor
control
licensed
establishment
to
24
any
person
19
years
of
age
or
older.
