1.
Section
232.2,
subsection
39,
Code
2016,
is

amended
to
read
as
follows:

39.
“Parent”
means
a
biological
or
adoptive
mother
or
3
father
of
a
child
but
;
or
a
father
whose
paternity
has
been
4
established
by
operation
of
law
due
to
the
individual’s
5
marriage
to
the
mother
at
the
time
of
conception,
birth,
or
6
at
any
time
during
the
period
between
conception
and
birth
of
7
the
child,
by
order
of
a
court
of
competent
jurisdiction,
or
8
by
administrative
order
when
authorized
by
state
law.
“Parent”
9
does
not
include
a
mother
or
father
whose
parental
rights
have
10
been
terminated.

inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
amends
the
definition
of
“parent”
relative
to
the
15
rights,
duties,
and
privileges
parents
have
in
the
parent-child
16
relationship
under
the
juvenile
justice
chapter
of
the
Code
17
(chapter
232)
to
provide
that
in
addition
to
a
biological
or
18
adoptive
mother
or
father
of
a
child,
the
definition
includes
19
a
father
whose
paternity
has
been
established
by
operation
20
of
law
due
to
the
individual’s
marriage
to
the
mother
at
the
21
time
of
conception,
birth,
or
at
any
time
during
the
period
22
between
conception
and
birth
of
the
child;
by
order
of
a
court
23
of
competent
jurisdiction;
or
by
administrative
order
when
24
authorized
by
state
law.
The
definition
retains
the
current
25
provision
that
“parent”
does
not
include
a
mother
or
father
26
whose
parental
rights
have
been
terminated.
