Solar
energy
minimum
purchase

standard.

An
electric
utility
required
to
be
rate-regulated
under

this
chapter
shall
produce
or
purchase,
by
January
1
of
the

designated
year,
the
following
minimum
amounts
of
electricity

generated
by
solar
energy
facilities:

1.
Fifty
megawatts
in
2017.
9
2.
One
hundred
megawatts
in
2018.
10
3.
One
hundred
seventy-five
megawatts
in
2019.
11
4.
Two
hundred
fifty
megawatts
in
2020.
12
5.
Three
hundred
fifty
megawatts
in
2021.
13
6.
Four
hundred
fifty
megawatts
in
2022.
14
7.
Five
hundred
seventy-five
megawatts
in
2023.
15
8.
Seven
hundred
megawatts
in
2024.
16
9.
Eight
hundred
fifty
megawatts
in
2025.
17
10.
One
thousand
megawatts
in
2026,
and
each
year
18
thereafter.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Electric
utilities
are
currently
required
to
either
own
or
23
purchase
their
proportionate
share
of
105
megawatts
of
power
24
from
alternative
energy
production
facilities
or
small
hydro
25
facilities,
as
those
terms
are
defined
in
Code
section
476.42.

That
proportionate
share
is
allocated
by
the
Iowa
utilities
27
board.
28
This
bill
replaces
this
requirement
with
a
solar
energy
29
minimum
purchase
standard
applicable
to
electric
utilities
30
required
to
be
rate-regulated
under
Code
chapter
476.
The
bill
31
requires
rate-regulated
electric
utilities
to
either
produce
or
32
purchase
a
specified
amount
of
solar
energy,
to
be
phased-in
33
over
a
10-year
period.
The
10-year
phase-in
commences
with
34
a
50
megawatt
minimum
purchase
requirement
by
January
1,
35
