Section
1.
Section
272.10,
subsection
2,
Code
2016,
is
1
amended
to
read
as
follows:

2.
Licensing
fees
are
payable
to
the
treasurer
of
state
and
3
shall
be
deposited
with
the
executive
director
of
the
board.

The
executive
director
shall
deposit
twenty-five
ten
percent
5
of
the
fees
collected
annually
with
the
treasurer
of
state
and
6
the
fees
shall
be
credited
to
the
general
fund
of
the
state.
7
The
remaining
licensing
fees
collected
during
the
fiscal
year
8
shall
be
retained
by
and
are
appropriated
to
the
board
for
9
the
purposes
related
to
the
board’s
duties.
Notwithstanding
10
section
8.33
,
licensing
fees
retained
by
and
appropriated
to
11
the
board
pursuant
to
this
section
that
remain
unencumbered
or
12
unobligated
at
the
close
of
the
fiscal
year
shall
not
revert
13
but
shall
remain
available
for
expenditure
for
the
activities
14
of
the
board
as
provided
in
this
chapter
until
the
close
of
the
15
succeeding
fiscal
year.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
reduces,
from
25
percent
to
10
percent,
the
amount
20
of
the
licensing
fees
which
the
executive
director
of
the
21
board
of
educational
examiners
is
required
to
deposit
with
the
22
treasurer
of
state
to
be
credited
to
the
general
fund
of
the
23
state.
