S.F. 182 Section 1. Section 261.87, subsection 3, Code 2015, is 1 amended to read as follows: 2 3. Extent of scholarship. 3 a. A qualified student at a two-year an eligible institution 4 may receive scholarships for not more than the equivalent 5 of four full-time semesters of undergraduate study, or the 6 trimester or quarter equivalent. 7 b. A qualified student at a four-year eligible institution 8 may receive scholarships for not more than the equivalent 9 of two full-time semesters of undergraduate study, or the 10 trimester or quarter equivalent. 11 c. b. Scholarships awarded pursuant to this section shall 12 not exceed the student’s financial need, as determined by 13 the commission, one-half of the average rates for resident 14 tuition rate and mandatory fees established for institutions of 15 higher learning governed by the state board of regents, or the 16 resident tuition and mandatory fees charged for the program of 17 enrollment by the eligible institution at which the student is 18 enrolled, whichever is least. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill spreads out the all Iowa opportunity scholarship 23 payments a qualified student may receive while enrolled in an 24 eligible four-year postsecondary institution. 25 The bill extends the amount of time during which a qualified 26 student at an eligible four-year institution may receive 27 an all Iowa opportunity scholarship from two semesters to 28 four. Currently, the scholarship amounts paid during a 29 semester cannot exceed the student’s financial need, or the 30 resident tuition and mandatory fees charged for the program of 31 enrollment by the eligible institution in which the student is 32 enrolled, or the average rate for resident tuition and fees at 33 regents universities, whichever is least.
