fiscal

beginning

the

state
and
county
funding
for
the
mental
health
and
disability

services
administered
or
paid
for
by
counties
shall
be
provided

based
on
a
statewide
per
capita
expenditure
target
amount

computed
in
accordance
with
this
section
and
section
331.424A
.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
for
the
fiscal
period
beginning
July
1,
19
2013,
and
ending
June
30,
2017,
county
revenues
from
property
20
taxes
levied
by
the
county
and
credited
to
a
county
mental
21
health
and
disabilities
services
fund
shall
not
exceed
the
22
lower
of
the
amount
of
the
county’s
base
year
expenditures
for
23
mental
health
and
disability
services
or
the
amount
equal
to
24
the
product
of
the
statewide
per
capita
expenditure
target
25
for
the
fiscal
year
beginning
July
1,
2013
(established
in
26
Code
section
462B.3,
subsection
2),
multiplied
by
the
county’s
27
general
population
for
the
same
fiscal
year.
This
bill
amends
28
Code
section
331.424A,
relating
to
the
county
levy
authority
29
for
mental
health
and
disabilities
services
(MD/DS)
funding,
30
and
Code
section
426B.3,
relating
to
per
capita
funding,
to
31
extend
these
provisions
by
one
year
to
FY
2017-2018.
