H.F. _____ Section 1. Section 47.8, subsection 4, Code 2016, is amended 1 to read as follows: 2 4. The registration commission shall annually adopt a set 3 of standard charges to be made for the services the registrar 4 is required to offer to the several commissioners, and for 5 furnishing of voter registration records which are requested by 6 persons other than the registrar, the state commissioner , or 7 any commissioner , pursuant to section 48A.38 . These charges 8 shall be sufficient to reimburse the state registrar for the 9 actual cost of furnishing such services or information, and 10 shall be specified by unit wherever possible retained by the 11 registrar . The standard charges shall be adopted by the 12 commission by January 15 of each calendar year. 13 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 14 immediate importance, takes effect upon enactment. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill permits the state registrar of voters (secretary 19 of state) to retain fees charged by the registrar for providing 20 voter registration-related services and records. 21 Under current law, the state voter registration commission 22 adopts a set of standard charges that the state registrar is 23 required to charge to reimburse the state for providing voter 24 registration services to county commissioners of elections and 25 for furnishing voter registration records to persons who are 26 not election officials.
