H.F. _____ Section 1. Section 257.11, subsection 3, Code 2015, is 1 amended to read as follows: 2 3. District-to-community college sharing and concurrent 3 Concurrent enrollment programs program . 4 a. In order to provide additional funds for school districts 5 which send their resident high school pupils to a community 6 college an eligible postsecondary institution for college-level 7 classes, a supplementary weighting plan for determining 8 enrollment is adopted. 9 b. If the school budget review committee certifies to the 10 department of management that the class would not otherwise be 11 implemented without the assignment of additional weighting, 12 pupils attending a community college-offered class offered 13 by an eligible postsecondary institution or attending a 14 class taught by a community college-employed an instructor 15 employed by an eligible postsecondary institution are 16 assigned a weighting of the percentage of the pupil’s school 17 day during which the pupil attends class in the community 18 college an eligible postsecondary institution facility or 19 attends a class taught by a community college-employed an 20 instructor employed by an eligible postsecondary institution 21 times seventy hundredths for career and technical courses or 22 forty-six hundredths for liberal arts and sciences courses. 23 The following requirements shall be met for the purposes of 24 assigning an additional weighting for classes offered through 25 a sharing agreement between a school district and community 26 college an eligible postsecondary institution . The class must 27 be: 28 (1) Supplementing, not supplanting, high school courses 29 required to be offered pursuant to section 256.11, subsection 30 5 . 31 (2) Included in the community college eligible 32 postsecondary institution’s catalog or an amendment or addendum 33 to the catalog. 34 (3) Open to all registered community college students 35 -1- LSB 1555YC (6) 86 kh/sc 1/ 7
H.F. _____ enrolled in the eligible postsecondary institution , not just 1 high school students. The class may be offered in a high 2 school attendance center. 3 (4) For college credit , and the credit must apply toward 4 an associate of arts or associate of science degree , or 5 toward an associate of applied arts or associate of applied 6 science degree , or toward completion of a college an eligible 7 postsecondary diploma program or certificate . 8 (5) Taught by an instructor who is employed or contracted by 9 a community college who an eligible postsecondary institution 10 and who meets the requirements of section 261E.3, subsection 2 . 11 (6) Taught utilizing the community college eligible 12 postsecondary institution’s course syllabus. 13 (7) Taught in such a manner as to result in student work and 14 student assessment which that meet college-level expectations. 15 c. For purposes of this subsection, “eligible postsecondary 16 institution” means the same as defined in section 261E.2. 17 Sec. 2. Section 257.11, subsection 6, paragraph c, Code 18 2015, is amended to read as follows: 19 c. A school district receiving a virtual class for a pupil 20 from a community college an eligible postsecondary institution , 21 which class meets the sharing agreement requirements in 22 subsection 3 , shall receive a supplemental funding weighting 23 of one-twentieth of the percentage of the pupil’s school day 24 during which the pupil attends the virtual class. 25 Sec. 3. Section 257.11, subsection 6, paragraph d, 26 subparagraph (2), Code 2015, is amended to read as follows: 27 (2) A class provided by a community college an eligible 28 postsecondary institution to a pupil in a school district via 29 the Iowa communications network’s video services. 30 Sec. 4. Section 261E.1, subsection 1, paragraph b, Code 31 2015, is amended to read as follows: 32 b. Community college Postsecondary credit courses offered 33 through written sharing agreements between school districts and 34 community colleges eligible postsecondary institutions . 35 -2- LSB 1555YC (6) 86 kh/sc 2/ 7

Section 261E.2, subsection 1, Code 2015, is amended 1 to read as follows: 2 1. “Concurrent enrollment” means any course offered to 3 students in grades nine through twelve during the regular 4 school year approved by the board of directors of a school 5 district through a contractual agreement between a community 6 college an eligible postsecondary institution and the 7 school district that meets the provisions of section 257.11, 8 subsection 3 . 9 Sec. 6. Section 261E.8, Code 2015, is amended to read as 10 follows: 11 261E.8 District-to-community college sharing or concurrent 12 Concurrent enrollment program. 13 1. A district-to-community college sharing or concurrent 14 enrollment program is established to be administered by the 15 department to promote rigorous academic or career and technical 16 pursuits and to provide a wider variety of options to high 17 school students to enroll part-time in eligible nonsectarian 18 courses at or through community colleges established under 19 chapter 260C eligible postsecondary institutions . The program 20 shall be made available to all resident students in grades nine 21 through twelve. Notice of the availability of the program 22 shall be included in a school district’s student registration 23 handbook and the handbook shall identify which courses, if 24 successfully completed, generate college credit under the 25 program. A student and the student’s parent or legal guardian 26 shall also be made aware of this program as a part of the 27 development of the student’s core curriculum plan in accordance 28 with section 279.61 . 29 2. Students from accredited nonpublic schools and students 30 receiving competent private instruction or independent private 31 instruction under chapter 299A may access the program through 32 the school district in which the accredited nonpublic school or 33 private institution is located. 34 3. A student may make application to a community college 35 -3- LSB 1555YC (6) 86 kh/sc 3/ 7
H.F. _____ an eligible postsecondary institution and the school district 1 to allow the student to enroll for college credit in a 2 nonsectarian course offered by the community college eligible 3 postsecondary institution . A comparable course, as defined in 4 rules adopted by the board of directors of the school district, 5 must not be offered by the school district or accredited 6 nonpublic school which the student attends. The school board 7 shall annually approve courses to be made available for high 8 school credit using locally developed criteria that establishes 9 which courses will provide the student with academic rigor 10 and will prepare the student adequately for transition to a 11 postsecondary institution. If a community college an eligible 12 postsecondary institution accepts a student for enrollment 13 under this section , the school district, in collaboration with 14 the community college eligible postsecondary institution , shall 15 send written notice to the student, the student’s parent or 16 legal guardian in the case of a minor child, and the student’s 17 school district. The notice shall list the course, the clock 18 hours the student will be attending the course, and the number 19 of hours of college credit that the student will receive from 20 the community college eligible postsecondary institution upon 21 successful completion of the course. 22 4. A school district shall grant high school credit to 23 a student enrolled in a course under this chapter if the 24 student successfully completes the course as determined by the 25 community college eligible postsecondary institution and the 26 course was previously approved by the school board pursuant to 27 subsection 3 . The board of directors of the school district 28 shall determine the number of high school credits that shall be 29 granted to a student who successfully completes a course. 30 5. District-to-community college sharing agreements 31 or concurrent Concurrent enrollment programs that meet the 32 requirements of section 257.11, subsection 3 , are eligible for 33 funding under that provision. 34 6. H.F. _____ shall comply with the data collection requirements of section 1 260C.14, subsection 21 the department in the manner and form 2 prescribed by the department . 3 7. A student enrolled in a career and technical course 4 made available pursuant to subsection 1 is exempt from the 5 proficiency requirements of section 261E.3, subsection 1 , 6 paragraph “e” . However, a community college an eligible 7 postsecondary institution may require a student who applies for 8 enrollment under a district-to-community college sharing or 9 concurrent enrollment program to complete an initial assessment 10 administered by the community college eligible postsecondary 11 institution receiving the application to determine the 12 applicant’s readiness to enroll in career and technical 13 coursework, and the community college eligible postsecondary 14 institution may deny the enrollment. 15 8. The state board, in collaboration with the board of 16 directors of each community college, the state board of 17 regents, and individuals representing accredited private 18 institutions as defined in section 261.9 shall adopt rules that 19 clearly define data and information elements to be collected 20 related to the senior year plus programming, including 21 concurrent enrollment courses. The data elements shall include 22 but not be limited to the following: 23 a. The course title and whether the course supplements, 24 rather than supplants, a school district course. 25 b. An unduplicated enrollment count of eligible students 26 participating in the program. 27 c. The actual costs and revenues generated for concurrent 28 enrollment. An aligned unique student identifier system 29 shall be established by the department for students in 30 kindergarten through grade twelve and community college 31 eligible postsecondary institutions . 32 d. Degree, certifications, and other qualifications to meet 33 the minimum hiring standards. 34 e. Salary information including regular contracted salary 35 -5- LSB 1555YC (6) 86 kh/sc 5/ 7
H.F. _____ and total salary. 1 f. Credit hours and laboratory contact hours and other data 2 on instructional time. 3 g. Other information comparable to the data regarding 4 teachers collected in the basic education data survey. 5 Sec. 7. Section 423F.3, subsection 3, paragraph c, Code 6 2015, is amended to read as follows: 7 c. The board of directors may use funds received under 8 the operation of this chapter for a joint infrastructure 9 project with one or more school districts or one or more 10 school districts and a community college established under 11 chapter 260C an eligible postsecondary institution as defined 12 in section 261E.2 , for which buildings or facilities are 13 constructed or leased for the purpose of offering classes under 14 a district-to-community college sharing agreement or concurrent 15 enrollment program that meets the requirements for funding 16 under section 257.11, subsection 3 . If the board intends to 17 use funds received under the operation of this chapter for 18 such a joint infrastructure project, the board shall adopt a 19 revenue purpose statement or amend an existing revenue purpose 20 statement, subject to approval of the electors, stating the 21 proposed use of the funds. 22 EXPLANATION 23 The inclusion of this explanation does not constitute agreement with 24 the explanation’s substance by the members of the general assembly. 25 This bill allows regents universities and accredited 26 private institutions to participate in the concurrent 27 enrollment program administered by the department of education. 28 Currently, the program provides supplementary weighting for 29 school districts that send their resident high school pupils to 30 a community college for college-level classes. 31 The bill allows school districts to receive supplementary 32 weighting under the concurrent enrollment program and, by 33 operation of law, the senior year plus program for sending 34 resident students to eligible postsecondary institutions 35 -6- LSB 1555YC (6) 86 kh/sc 6/ 7
H.F. _____ for college-level courses. A school district that provides 1 a virtual class to a pupil through a concurrent enrollment 2 program with an eligible postsecondary institution via the 3 Iowa communications network also qualifies for supplementary 4 weighting under the bill. The bill defines “eligible 5 postsecondary institution” to mean community colleges, regents 6 universities, and accredited private institutions. 7 The bill allows one or more school districts to use statewide 8 school infrastructure funding for a joint infrastructure 9 project with an eligible postsecondary institution. Currently, 10 only community colleges can partner with a school district on 11 such a project. 12 The bill eliminates references to “district-to-community 13 college sharing”, and makes a corresponding change to a 14 reference relating to statewide school infrastructure funding, 15 and to a provision for supplemental funding for virtual 16 classes that meet the requirements of the concurrent enrollment 17 program. 18 -7- LSB 1555YC (6) 86 kh/sc 7/ 7
