Section
1.
Section
483A.27,
subsection
1,
Code
2016,
is
1
amended
to
read
as
follows:
2
1.
a.
A
person
born
after
January
1,
1972,
shall
not
3
obtain
a
hunting
license
unless
the
person
has
satisfactorily
4
completed
a
hunter
education
course
approved
by
the
commission.
5
A
person
who
is
eleven
years
of
age
or
more
may
enroll
in
an
6
approved
hunter
education
course,
but
a
person
who
is
eleven
7
years
of
age
and
who
has
successfully
completed
the
course
8
shall
be
issued
a
certificate
of
completion
which
becomes
valid
9
on
the
person’s
twelfth
birthday.
A
certificate
of
completion
10
from
an
approved
hunter
education
course
issued
in
this
state,
11
or
a
certificate
issued
by
another
state,
country,
or
province
12
for
completion
of
a
course
that
meets
the
standards
adopted
by
13
the
international
hunter
education
association
——
United
States
14
of
America,
is
valid
for
the
requirements
of
this
section
.

b.
Notwithstanding
paragraph
“a”
,
the
requirement
that
16
a
person
must
have
a
certificate
of
completion
of
a
hunter
17
education
course
in
order
to
obtain
a
hunting
license
is
waived
18
for
a
person
who
is
a
member
of
the
national
guard,
reserve,
or
19
regular
component
of
the
armed
forces
of
the
United
States
or
20
for
a
person
who
was
a
member
of
the
national
guard,
reserve,
21
or
regular
component
of
the
armed
forces
of
the
United
States
22
and
was
honorably
discharged.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
a
person
who
is
a
member
of
the
27
national
guard,
reserve,
or
regular
component
of
the
armed
28
forces
of
the
United
States,
or
who
was
a
member
of
the
29
national
guard,
reserve,
or
regular
component
of
the
armed
30
forces
of
the
United
States
and
was
honorably
discharged,
is
31
not
required
to
complete
a
hunter
education
course
in
order
to
32
obtain
a
hunting
license.
