Section
1B.3,
Code
2016,
is
amended
to
read
as
1
follows:

1B.3
Flags
on
public
buildings.
3
It
shall
be
the
duty
of
any
board
of
public
officers
charged
4
with
providing
supplies
for
a
public
building
in
the
state
5
to
provide
a
suitable
state
flag
and
it
shall
be
the
duty
6
of
the
custodian
of
that
public
building
to
raise
the
flags
7
of
the
United
States
of
America
and
the
state
of
Iowa,
upon
8
each
secular
day
when
weather
conditions
are
favorable.
If
9
the
custodian
of
a
public
building
raises
the
national
league
10
of
POW/MIA
families’
flag
on
a
flag
pole,
the
prisoner
of
11
war/missing
in
action
flag
shall
be
flown
directly
underneath
12
the
flag
of
the
United
States
of
America
and
above
the
flag
of
13
the
state
of
Iowa.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

explanation’s
substance

the
members

the
general
assembly.

This
bill
provides
that
if
the
POW/MIA
flag
is
flown
on
a

flag
pole
of
a
public
building,
it
shall
be
flown
directly
19
underneath
the
flag
of
the
United
States
of
America
and
above
20
the
flag
of
the
state
of
Iowa.
