S.F. _____ H.F. _____ Section 1. Section 256.16, subsection 1, paragraph b, Code 1 2016, is amended to read as follows: 2 b. Include preparation in reading programs, including 3 reading recovery theory , knowledge, strategies, and approaches; 4 and integrate reading strategies for integrating literacy 5 instruction into content area methods coursework areas . Such 6 preparation shall address all students, including but not 7 limited to students with disabilities; students who are at 8 risk of academic failure; students who have been identified 9 as gifted and talented or limited English proficient; and 10 students with dyslexia, whether or not such students have 11 been identified as children requiring special education under 12 chapter 256B. 13 Sec. 2. Section 272.25, unnumbered paragraph 1, Code 2016, 14 is amended to read as follows: 15 Not later than January 1, 1991, the The state board of 16 education shall adopt rules pursuant to chapter 17A to 17 implement the following for approved practitioner preparation 18 programs: 19 Sec. 3. Section 272.25, subsection 3, Code 2016, is amended 20 to read as follows: 21 3. A requirement that the program include instruction 22 in skills and strategies to be used in classroom management 23 of individuals, and of small and large groups, under varying 24 conditions; skills for communicating and working constructively 25 with pupils, teachers, administrators, and parents; preparation 26 in reading theory, knowledge, strategies, and approaches, 27 and for integrating literacy instruction in content areas in 28 accordance with section 256.16; and skills for understanding 29 the role of the board of education and the functions of other 30 education agencies in the state. S.F. _____ H.F. _____ The inclusion of this explanation does not constitute agreement with 1 the explanation’s substance by the members of the general assembly. 2 This bill modifies the reading and literacy requirements for 3 practitioner preparation programs approved by the state board 4 of education. 5 The bill replaces language relating to reading programs, 6 including reading recovery, with language requiring preparation 7 in reading theory, knowledge, strategies, and approaches; 8 and for integrating literacy instruction into content areas. 9 Such preparation must address all students, including but not 10 limited to students with disabilities, students at risk of 11 academic failure, gifted and talented students, limited English 12 proficient students, and students with dyslexia.
