amended
to
read
as
follows:

c.
Notwithstanding
section
232.141,
subsection
8
,
for
the

fiscal
year
beginning
July
1,
2015,
the
amount
of
the
statewide
4
average
of
the
actual
and
allowable
rates
for
reimbursement
of
5
juvenile
shelter
care
homes
that
is
utilized
for
the
limitation
6
on
recovery
of
unpaid
costs
shall
remain
at
be
increased
by
7
$4.85
over
the
amount
in
effect
for
this
purpose
in
the
fiscal
8
year
beginning
July
1,
2014.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
10
immediate
importance,
takes
effect
upon
enactment.

Sec.
3.
RETROACTIVE
APPLICABILITY.
This
Act
applies
12
retroactively
to
July
1,
2015.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
makes
a
change
to
prior
reimbursement
rate
17
language
in
the
2015
health
and
human
services
appropriations
18
bill
(2015
Iowa
Acts,
chapter
137
(Senate
File
505))
requiring
19
the
statewide
average
reimbursement
rates
paid
through
20
the
department
of
human
services
to
juvenile
shelter
care
21
providers
for
FY
2015-2016
to
remain
at
the
rate
in
effect
in
22
FY
2014-2015.
The
bill
amends
this
provision
to
require
the
23
statewide
average
reimbursement
rate
paid
to
juvenile
shelter
24
care
providers
to
be
increased
by
$4.85
over
the
reimbursement
25
rate
in
effect
for
FY
2014-2015.
26
The
bill
takes
effect
upon
enactment
and
applies
27
retroactively
to
July
1,
2015.
