H.F. _____ Section 1. Section 321.318, Code 2015, is amended to read 1 as follows: 2 321.318 Method of giving hand and arm signals. 3 1. All signals herein required which may be given by hand 4 and arm shall when so given be given from the left side of the 5 vehicle and the following manner and interpretation thereof is 6 suggested: 7 1. a. Left turn —— Hand and arm extended horizontally. 8 2. b. Right turn —— Hand and arm extended upward. 9 3. c. Stop or decrease of speed —— Hand and arm extended 10 downward. 11 2. Notwithstanding subsection 1, a person operating a 12 bicycle may give a right-turn signal by extending the right 13 hand and arm horizontally and to the right side of the bicycle. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 Current law provides that directional signals from a motor 18 vehicle may be given either by hand and arm or by mechanical 19 or electrical device. Directional signals given by hand and 20 arm must be given from the left side of the vehicle. This 21 law is applicable to persons operating bicycles through Code 22 section 321.234. For a violation of Code section 321.318, the 23 scheduled fine is $35. 24 The bill provides that a person operating a bicycle may 25 give a right-turn signal by extending the right hand and arm 26 horizontally from the right side of the bicycle. 27 -1- LSB 1356YC (1) 86 ns/nh 1/ 1
